    Green and Resilient Retrofit Program (GRRP), funded by the Inflation Reduction Act, provides direct loans and grants to fund projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or address climate resilience, of eligible HUD-assisted multifamily properties. GRRP also provides funding to support benchmarking at assisted properties. 

    The Leading Edge cohort supports owners in achieving an industry-leading net zero energy or net zero carbon building certification.

    Leading Edge Waitlist

    As outlined in the Leading Edge NOFO, all eligible applicants not selected after the fourth application period were placed on the Leading Edge Waitlist. Properties were ranked on the waitlist according to the scoring and ranking received during application review. There are currently 84 properties on the Leading Edge Waitlist. The top 20 applicants are listed below. The full Leading Edge Waitlist can be downloaded here.

     

    Note: More awards can be made as surplus cash loans than as grants because loans require less program subsidy. Grants require subsidy equivalent to the full grant amount while loans require subsidy sufficient to cover a portion of the total loan amount. For awards made in FY25, the portion is 41.89%. Given this, waitlist properties are permitted and encouraged to request a change in award type from grant to surplus cash loan by contacting GRRP@HUD.gov.

    Awarding from the Waitlist

    Selections from the waitlist will be made without regard to regional or metro/non-metro set asides. In the event HUD accumulates (i.e., de-obligates) GRRP subsidy funds from prior awards that are withdrawn, revoked, or amended, HUD will select for award the highest ranked eligible properties for which either of the following occurs:

    • HUD accumulates GRRP subsidy funds sufficient to award the highest ranked eligible property on the waitlist, or
    • HUD accumulates $8,000,000 in GRRP subsidy funds.

    If neither of the above two conditions has been met in a 60-day period, but HUD has accumulated sufficient funds to select at least one property from the waitlist, HUD will select for award the highest ranked eligible properties for which adequate funds have accumulated. After selection, the 60-day period will be reset. In addition, HUD reserves the right, at its discretion, to select for award the highest ranked eligible properties on the waitlist for which adequate funds have accumulated thirty (30) days prior to the end of any HUD fiscal year.

    HUD will skip over applications and select the next qualified application as necessary to award the available funds pursuant to the above paragraphs. HUD shall repeat the above process as additional program subsidy funds accumulate. When there are no remaining properties on the Leading Edge Waitlist eligible to receive funding under the foregoing waitlist procedures, any remaining funds will be made available for GRRP awards to Comprehensive Waitlist properties, if applicable.
