The Green and Resilient Retrofit Program (“GRRP”) GRRP provides funding for direct loans and grants to fund projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building  electrification strategies, or address climate resilience, of eligible HUD-assisted multifamily properties. The Leading Edge cohort supports owners in achieving an industry-leading net zero energy or net zero carbon building certification. View the webinar below for an overview of Leading Edge.

Highlights

  • Modifications to GRRP's NOFOs were published today. Read more on changes to Leading Edge including the following:

    • All NOFOs include more clarity on how HUD will manage waiting lists and use funds that become available as awards are withdrawn, revoked, or amended.
    • The cap on awards a sponsor can receive has been modified for all NOFOs,
    • We have extended the deadlines for the Fourth Application Period for the Leading Edge (May 15, 2024) and Comprehensive (June 12, 2024) cohorts. 

       

  • GRRP applications have been updated for each cohort. Applicants are encouraged to use this version to apply for the the Leading Edge cohort, due by May 15, 2024 by 11:59:59 PM Eastern time.

The Multifamily Building Efficiency Screening Tool (MBEST). (Updated 8/28/2023) All owners applying to the Leading Edge cohort must complete the MBEST. This tool was created in partnership with the U.S. Department of Energy and the Lawrence Berkeley National Laboratory to screen multifamily buildings and understand current opportunities for energy efficiency improvements. Completing the MBEST will require owners to walk through their building and enter information about lighting, HVAC heating/cooling systems, domestic hot water systems, and the building envelope. The program provides grants or loans for building retrofits to HUD-assisted multifamily projects with utility efficiency or climate resilience needs. The Leading Edge cohort of the program targets properties currently undergoing a recapitalization or other transaction with HUD and offers owners a menu of net zero building standards for reimbursement. This information collection is used to determine eligibility of HUD-assisted multifamily properties for participation in the GRRP Leading Edge program and the terms on which participation should occur. The purpose of the program is to fund projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or address climate resilience, of an eligible property. While no assurances of confidentiality are pledged to respondents, HUD generally discloses this data only in response to a Freedom of Information Act request.
