Overview: FY26 Community Project Funding (CPF)
The Consolidated Appropriations Act, 2026 (P.L. 119-75) (the FY2026 Act) provides $3.6B in "Economic Development Initiative-Community Project Funding” (CPF) for new CPF grants.
Next Steps for FY2026 CPF Recipients
HUD is working diligently to ensure that grantees have access to important resources and support, as well as securely enrolled in the grant processing system.
Initial communication was sent to FY2026 CPF grantees between April 29 and May 8, 2026. Additional communications will be sent to grantee’s point of contact, as identified by the respective congressional sponsor. The communications will include:
- Early onboarding instructions to begin your grant application
- Access to HUD’s Disaster Recovery Grant Reporting System
- Details about upcoming CPF welcome webinar and technical assistance
- Key HUD staff for your state or territory
In the meantime, grantee organizations should ensure their respective Unique Entity ID is registered and active in the System for Award Management at SAM.gov. If the organization is not yet registered, please use this link to get instructions on how to register: https://sam.gov/entity-registration

Core Grant Requirements
Grantees must adhere to specific federal mandates to remain eligible for funding:
- Administrative Standards: All grants must follow 2 CFR Part 200 (Uniform Guidance) for audits, cost principles, and administrative requirements.
- Environmental Compliance: Projects are subject to National Environmental Policy Act and HUD regulations (24 CFR Part 50/58). You must complete an environmental review before drawing down funds.
- HUD issued a Phased Implementation Waiver, so BABA applies differently depending on the fiscal year in which the CPF grant was awarded:
- FY22 and FY23 CPF grants: BABA does not apply.
- FY24 CPF grants: BABA applies to iron and steel materials only.
- FY26 CPF grants (and all future CPF grants): BABA applies to all covered materials (iron and steel, construction materials, and manufactured products).
