Overview: FY22 Community Project Funding (CPF)
The Consolidated Appropriations Acts of 2022 and 2023 made over $1.5 billion available for 1,014 congressionally directed grants.
Key Policy Changes (FY23 Act Updates)
The following updates now apply to all FY2022 CPF grants:
- Expanded Eligibility: Funds may now cover administrative, planning, operations, and maintenance costs.
- Pre-Award Reimbursement: Authorized for eligible expenses incurred between the FY22 Act enactment date and the date of grant execution.
- No 20% Cap: The previous 20% limit on planning and administrative costs has been removed.
- BABA Waiver: Build America, Buy America (BABA) provisions do not apply to FY2022 CPF grants.
