Title VI of the Civil Rights Act of 1964

Summary:
Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in all HUD-assisted programs.

Purpose:
In addition to enforcing other Federal statutes that prohibit discrimination in housing, HUD has a statutory obligation to ensure that families and individuals are not subjected to discrimination on the basis of race, color, or national origin by any HUD-funded grantee or sponsor. Title VI covers all HUD housing programs except for its mortgage insurance and loan guarantee programs.

Type of Assistance:
Title VI provides for HUD's investigation and remediation of discrimination complaints.

Eligible Customers:
Any person who feels himself or herself a victim of housing discrimination on the basis of race, color, or national origin in a program receiving HUD assistance may file a complaint with HUD under Title VI. During fiscal year (FY) 1996, HUD received 143 complaints under Title VI.

Eligible Activities:
Title VI investigates complaints of housing discrimination on the basis of race, color, or national origin.

Application:
Individuals may send complaints to one of HUD's regional Fair Housing Enforcement Centers or to HUD's Office of Fair Housing and Equal Opportunity.

Technical Guidance:
Title VI activities are authorized under the Civil Rights Act of 1964, as amended. Program regulations are at 24 CFR Part 1. These activities are administered by HUD's Office of Fair Housing and Equal Opportunity. Contact Betsy Ryan at (202) 708-0404.
