  • What is SAGIS?

    The Subsidy and Grants Information System (SAGIS) project automates the competitive and formula-based processes for allocating the Office of Public and Indian Housing (PIH) program funds to Public Housing Authorities (PHAs). SAGIS is a key priority for PIH because it will automate the delivery and management of over $22 billion of subsidy allocation through the development of reusable modules for all PIH program areas impacted by SAGIS. These generic modules will be developed in a phased approach using Grantium™, other HUD approved software, and Commercial-Off-The-Shelf (COTS) components or suite of products.

    SAGIS includes the intake and evaluation of applications, the calculation of subsidies, the administration of program contracts, and the allocation of funds to housing agencies, residents groups, tribes, and non-profit organizations. The programs to be automated through SAGIS will assist more than three million low-income families and allocate two-thirds of HUD's annual appropriation each year.

  • Who is impacted by SAGIS?

    SAGIS is being implemented to support five PIH program areas, the PIH Budget Office, Field Offices, Grants.gov intake, and PHAs. The five PIH program areas include: Operating Fund, Housing Choice Voucher (HCV), Capital Fund, Office of Native American Programs (ONAP), and the Grants Management Center (GMC).


  • Why must SAGIS be implemented?

    PIH requires a more efficient way to allocate and manage PHA subsidy payments. PIH currently uses multiple systems, stand-alone applications, and manual processes. These systems do not support a seamless online application submission and review process. They are inefficient, fail to support other business functions, use obsolete technologies that are expensive to maintain, costly to modify to reflect changes in program requirements, and not user-friendly. In addition, the current systems cannot support a large number of users due to inconsistent data formats. The current way of conducting business is heavily reliant on the institutional knowledge of HUD staff. The continued reliance on individual efforts places HUD at risk if these individuals retire or transfer.


  • What functionality is provided in the SAGIS releases?

    SAGIS is developed with a COTS product, the Grantium G3 grants management application. This COTS product consists of integrated workflow solutions that facilitate the grants management process from congressional appropriation to funds disbursement. The main focal point of prior releases addressed the common Public and Indian Housing (PIH) program needs. Application functionality that currently exists and that can be leveraged by all PIH program areas includes the following:

    • Application Intake allows PHAs to submit grant applications to the Field Office for review and approval. The electronic application form designed by the HUD program office mimics the HUD 52723 and HUD 52722 and HUD 50071.

    • Application Review and Evaluation of submissions by Field Office reviewers are automatically assigned by the system. The product allows the Field Office to send back applications for revision or modification.

    • Award Letter generation and population. SAGIS version 5.2 was made available to the SAGIS user community in April 2009, which included the following enhancements:
      • An updated look and feel of the submission form to improve usability,
      • New functionality to re-route a submission to a newly appointed Executive Director, and
      • A new utility to re-assign a submission to a Field Office reviewer or Approver.

    Future business needs analysis will include Capital Fund and the Office of Native American Programs.

  • How does SAGIS impact me?

    Implementation of SAGIS will not result in changes to job roles. However, SAGIS is intended to streamline day-to-day job responsibilities. SAGIS will automate manual processes performed today, which will simplify work processes to improve service to clients, help reduce paper usage, provide an integrated data store for reporting purposes, and make the system more flexible.

    Preparing cumbersome paper forms will no longer be necessary, as forms will be completed and submitted electronically. For example, SAGIS will provide the ability to electronically fill and submit Operating Fund forms and GMC forms. SAGIS will auto assign Operating Fund application reviewers to applications after PHAs submit their applications. This will significantly save time for Program Staff who would otherwise need to individually assign every application.

    Additionally, automating the application intake for the Operating Fund program will cut down on the time currently needed by Field Office workers to enter data into Excel spreadsheets. Furthermore, automating revisions and the operating subsidy calculator will speed up the response time between Field Offices and PHAs, as well as the time needed to determine the funding amounts for each PHA. Finally, by automating the upload of renewal funding data and auto-generating renewal funding letters, section 8 PHAs will be able to view their renewal funding letters online, thus eliminating the need for mailing letters to PHAs and maintaining renewal funding data spreadsheets.

  • How do I login into SAGIS?

    SAGIS, in coordination with WASS, provides a single sign-on feature. This saves users from authenticating separately into each HUD application to which they have been granted access.

    There are two links that are used to access WASS. One link is for external users and one link is for internal users.

    The link for external users is:

    Once assigned a user ID and password, log into SAGIS through WASS using the following procedure (WASS user IDs and passwords are assigned by the WASS System Administrator of each program):

    • Open an Internet Explorer session and navigate to either the external or internal link above.

    • Enter your user ID and password. This is the same user ID and password used to access all WASS secure systems. Click the "Login button".

    • The User Login page is displayed with a Legal Warning, Warning Notice, and Message of the Day information with "Accept" and "Logout" buttons. Click the "Accept" button located at the bottom of the notices. This will take you to the Secure Systems Main Menu.

    • On the Secure Systems Main Menu page, click the Subsidiary and Grants Information System (SAGIS) link under Systems or on the left-hand navigation panel.

  • If I have a PIC ID, will I still need to apply for a WASS ID?

    PIC has been brought under WASS and the old-style PIC IDs are being phased out and replaced with WASS IDs. If you have an old PIC ID, you will need to have it updated by contacting PIC at 1-800-366-6827. If you have the new ID, you should have no problem logging into WASS.
