Nearly 4 million American families live in rental housing that is owned, insured or subsidized by HUD. To ensure that these families have housing that is decent, safe, sanitary and in good repair. REAC conducts approximately 20,000 physical inspections on properties each year.

 -   Attention DCD Users: PASS DCD inspection upload and downloads will be unavailable between 6am and noon (EST) Sunday, 17 October 2010 for system maintenance. We apologize for any inconvenience
 -   REAC has recently experienced a glitch within its inspection processing system following a software version update on September 24, 2010. The glitch is affecting every step of the process from the completion of inspections reviewed for release (inspection reports and investor reports) to the rescoring of properties via a technical review or a database adjustment. As a consequence, we are now experiencing a backlog of inspections to be processed and customers are unable to view inspection and / or investor reports. Our IT Departments are working diligently to correct the problem as quickly as possible.Thank you for your patience
 -   UPCS Inspection Protocol Other Hazards – Bed Bug Infestation.

 -   DCD download/upload will not available on July 18, 2010 - System Maintenance is being planned by HUD-IT on this Sunday, July 18, 2010 from 6:00 a.m. until noon. You may not be able to upload or download any inspections using your DCD 2.3 inspection software. Please access the system to upload/download inspections outside the specified timeframe indicated. No TAC support will be available to answer any phone calls during the timeframe indicated.

 -   REAC Inspector Alert - Confirm your system date settings

PIH-REAC has observed a few inspections being uploaded with a non-US date format (i.e. dd/mm/yyyy) instead of the correct format (mm/dd/yyyy).

Use the System Date Confirmation document to follow instructions for confirming the date format on your DCD is set to English (United States). You have to perform this verification before uploading the inspection to the HUD server after installation/reinstallation of an Operating System or anytime after a system crash. Failure to do this will delay the release of the inspection and your payment.

 -   DCD Software Upgrade Instructions - The updated inspection software (DCD 2.3.3) has been posted on the HUD website. You have to download the new software to replace the current version of DCD 2.3 inspection software. Failure to do this will prevent you from downloading and uploading inspections.. Click on REAC DCD 2.3.3 Installation Instructions link to download the PDF file containing instructions to replace your current version of inspection software (DCD 2.3) with the new version (DCD 2.3.3). If you have any questions or problems, please contact Technical Assistance Center (TAC) at 1-888-245-4860.

Note: As indicated by us earlier, please make sure that your machines have been upgraded to Windows XP before installing the new software.

 -   Inspection of Electrical Devices

 -   REAC Inspectors Alert:

It has recently come to our attention at the REAC that we have inspectors recording a defect for an electrical hazard solely because the disconnect/timer/panel is not secured.

The intent of this defect is not to penalize the property for unsecured electrical devices, but rather to record the findings that present an electrical hazard when left unsecured.

The definition states the following: “A cover is missing, which results in exposed visible electrical connections.”

If the electrical device is found to be unsecured, which requires inspection, a defect will be recorded only when bare electrical wiring or bare electrical connections exist.

If it has been your practice to record a defect solely because an electrical disconnect/timer/panel is unsecured you must cease this practice immediately.
