REAC Physical Inspection -
Quality Assurance (PASS-QA)

- -
 Information by State
 Print version

The REAC Physical Inspection Quality Assurance Division (PASS-QA) performs quality assurance reviews of certified inspectors in an effort to improve the overall quality of the Inspection Report.

PASS QA’s objective is to ensure that inspectors perform in a professional manner and conduct accurate, reliable and repeatable inspections in full compliance with established REAC inspection protocol.

The PASS-QA division employs the following two processes to help achieve these objectives:

Collaborative Quality Assurance (CQA) Review:
This review is performed side-by-side with the inspector while they are conducting their inspection. During the CQA review, the inspector’s overall performance is rated either “Within Standard” or “Outside Standard” based on their ability to follow established REAC inspection protocol. An “Outside Standard” performance designation will be referred to the Inspector Administration Division for follow-up action. The focus of this review is on improving the quality of the inspector’s performance. (06/30/05)

Limited Quality Assurance (LQA) Review: This review is performed after the inspector has completed their inspection to determine whether or not the inspection was a true representation of the physical condition of the property at the time the inspection took place. An “Outside Standard” performance designation will be referred to the Inspector Administration Division for follow-up action. The focus of this review is on improving the quality of the individual inspection.

If You have further Questions: You are free to ask the HUD reviewer to explain the role or purpose of the CQA Review. You may also ask them any other questions during the CQA Review.

If you wish to contact someone else about the CQA Review, either during or after your inspection, or about the results of your inspection, please contact:
HUD’s PIH-REAC Technical Assistance Center (TAC) 888-245-4860. Or: reac_tac@hud.gov
