 -   (new) Preview of Auction 68 - for lot numbers, inspection IDs, city, state, zip codes, building and unit count; scattered site designation; and estimated inspection duration.


 -   (new) Auction 68 -The Reverse Auction Program is planning a Special The Reverse Auction Program is planning an auction for December 12, 2009, exclusively for properties belonging to the Puerto Rico Housing Authority (PRHA). The period of performance will be 120 calendar days, beginning January 18, 2010, and ending May 18, 2010.

In order to bid in this auction, it is mandatory for eligible contractors to participate in a pre-bid teleconference. This is because the PRHA inspections will be conducted utilizing a protocol that differs from the UPCS protocol. These modifications represent one of the few REAC-approved modifications since the development of the UPCS protocol. Accordingly, it is critical for both the seasoned and new inspectors alike to understand the details of the revised protocol prior to bidding. A copy of the modified protocol is available in the Guiding Documents section.


The purpose of the conference call is: to ensure that all contractors understand the modified protocol, minimize confusion, facilitate scheduling, and minimize the risk of rejected inspections.

Conference calls will be held on December 02, 2009, and December 03, 2009, at 6:00 p.m. Eastern time. You, or a representative of your company, must attend one of these sessions in order to receive an invitation to bid. If a representative will participate, please let us know in advance.

If you are not already an eligible contractor, in addition to participating in one of the conference calls, all information must be submitted by the end of the day, December 5, 2009.

NOTE: These inspections are not suitable for Phase II training.

1.5 Days = $1,175
2 Days = $1,500
2.5 Days = $1,650
3 Days = $1,800




 -   Special Announcement: Recently, we have noticed that some contractors are attempting to place last minute bids on several lots during the last hour of the auction. Since several of these lots have proxy bids in place, it may take a few minutes to receive confirmation of a bid. Once the bids are placed, the “Place Bids Button” will be grayed out until the bid is verified; please be patient until the bids are finalized for the lot in question.

All bids placed by the contractors will be finalized on a “first come, first served” basis, and any bids accepted by the auction web site will be considered final. This being said, we expect delays in placing bids during the last hour of the auction, as such we encourage you to place bids as early as possible to ensure that your bids are accepted. HUD will proceed with awarding the auction results based on bids accepted by the auction website.

 -   Inspection Review Notice: Contractors should check the Inspection Review Web Page often. It is required that posted challenges be responded to within 3 business days. If no response is received within this time-frame, and REAC was not informed of any IT/ technical difficulties, the inspection WILL BE REJECTED. Rejected inspections are not subject to payment.

Reminder: It is important that inspections are NOT over-scheduled, and that Scheduler is kept up-to-date, as stated in the UPCS protocol. Contractors must ensure that adequate resources are available prior to bidding. Failure to adhere to the UPCS protocol and/or the Purchase Order Terms and Conditions may result in suspension of an inspector, HUD-rejected inspections, and/or denial of participation in the Reverse Auction Program.
