61 - The Reverse Auction Program is planning an auction
exclusively for properties of the New York City Housing
Authority (NYCHA) beginning Saturday, August 1, 2009
10:00 AM and ending Saturday August 1, 2009, 4:00
PM Eastern time. The period of performance will be one hundred
and twenty (120) calendar days starting August
10, 2009 and ending December 8, 2009.
The NYCHA inspections will be conducted utilizing a protocol
that differs significantly from the current UPCS protocol.
These modifications represent one of the few REAC-approved
modifications since the development of the UPCS protocol.
Accordingly, it is critical for both the seasoned and new
inspectors alike to understand the details of the revised
protocol prior to bidding. The "Inspection Protocol for
Performing NYCHA Physical Inspections" is available
on the website.
To participate in the bid process for this Auction (61)
there are six mandatory requirements that eligible contractors
must meet:

1. Attend a mandatory pre-bid teleconference; |
|
2. Be in good financial standing with HUD; |
|
3. Have no open past due inspections; |
|
4.Scheduled inspections for recent auctions by the
due date; |
|
5. Be in compliance with confirmation emails for properly
scheduled inspections. |
|
6. Have no Termination for Default inspections for
Auctions 30 or 43.
|
Contractors must attend one pre-bid teleconference in order
to participate in the bid process for this special PIH Auction
(Auction 61). Teleconferences are scheduled for Wednesday,
July 15th and Thursday, July 16th at 5:00
p.m. Eastern time.
If you are not already an eligible contractor, please submit
all information by the end of the day, July 26, 2009.

Auction 60 - The Reverse Auction Program is planning
a Special Auction with a short period of performance
for certain public housing properties. The auction is tentatively
scheduled for Saturday, July 18, 2009, from 10:00
AM to 4:00 PM Eastern time.
The requirement for this auction is that the inspections
must be conducted within forty-five (45) calendar days beginning
July 27, 2009, and ending September 10, 2009.
No extensions will be granted.
To participate in the bid process for this Auction (60)
there are five mandatory requirements that eligible contractors
must meet:

If you did NOT attend the teleconference June
4, 2009 or June 18, 2009, you must attend the
teleconference scheduled on Thursday, July 9, 2009,
at 6:00 p.m. Eastern time. If a representative participates
for your company, they must provide the contractor ID for
the organization they are representing (i.e. your "M"
number).
If you are not already an eligible contractor, please
submit all information by the end of the day, July 12,
2009.

Inspection Review Notice: Contractors should check
the Inspection Review Web Page often. It is required that
posted challenges be responded to within 3 business days.
If no response is received within this time-frame, and REAC
was not informed of any IT/ technical difficulties, the
inspection WILL BE REJECTED. Rejected inspections
are not subject to payment.

Reminder: It is important that inspections are
NOT over-scheduled, and that Scheduler is kept up-to-date,
as stated in the UPCS protocol. Contractors must ensure
that adequate resources are available prior to bidding.
Failure to adhere to the UPCS protocol and/or the Purchase
Order Terms and Conditions may result in suspension of an
inspector, HUD-rejected inspections, and/or denial of participation
in the Reverse Auction Program.
