The
Physical Inspection Data Collection Device (DCD) software is used
by inspectors to record and submit conditions of HUD properties
into a centralized database. The purpose of the public version of
the DCD software is:

To
enable owners, managing agents, and PHAs to conduct mock inspections
using the new Uniform Physical Condition Standard (UPCS). |

To
familiarize future inspectors with the software. |

- Single
click on the Download DCD 2.3a Public Version software
link. The Save As… dialogue box opens.
- Choose
the C:\Windows\Temp\DCD folder as the Save In location.
- Single
click Save button.
- If
the Save As… warning dialogue box opens (this message appears
because a previous version of the software already exists), single
click the Yes button.
- The
Saving Location dialogue box opens.
- Note:
If you have previously installed DCD 2.3 Public software, you
MUST remove/uninstall it first before proceeding with the next
step. For instructions on removing/uninstalling the software please
consult Windows Help, by single clicking on the "Start" Tab, and
follow these links: "Help ? Index ? Add/Remove Programs ? Display
? Removing a Program from your Computer ? Display," and follow
the instructions on your screen.
- Exit
the Internet and open Windows Explorer. You can open Windows Explorer
by right-clicking on the Start button at the bottom left
of the screen and selecting Explore.
- Double
click on the file C:\Windows\Temp\DCD\PublicDCD23a.exe
to open it. The WinZip Self Extractor dialogue box opens.
- Change
the Unzip to folder field to C:\Windows\Temp\DCD.
- Single
click the Unzip button. The file will unzip to the C:\Windows\Temp\DCD
folder. Single click the close button on the WinZip Self
Extractor dialogue box. The WinZip Self Extractor dialogue box
closes and returns to Windows Explorer.
- Open
the file C:\Windows\Temp\DCD\_Setup.exe by double clicking on
it. The DCD 2.3a Public Version Installation dialogue box
opens.
- Single
click on the OK button. The Installation dialogue box opens.
- Single
click on the Computer button. The program installs automatically
to the proper location.

Download
DCD 2.3a Public Version
If you
wish to print reports using MS Access 2000 you
need to install a new database file.
- Single
click on the Download database file DCD 2.3a Public Version
link. The
Save As...dialogue box opens.
- Choose
the C:\Windows\Temp\DCD folder as the Save In
location.
- Single
click Save button.
- Go
to the C:\Windows\Temp\DCD folder and double
click on the Publicmdb23a.exe file

Press the "unzip" button.
- A
file named "reac_dcd.mdb" will be extracted
automatically to the proper
directory.

Note:
If you receive a time-out during download, please install download
management software. This will allow you to pause and resume downloads
or recover from a dropped Internet connection.
If
you are a Netscape user, see http://home.netscape.com/
computing/download/smartdownload/c2.html to get "Smartdownload".
If you are an Internet Explorer user, see http://www.gozilla.com/gozilla/download.html
to get "gozilla". Once you download the executable, be sure to double-click
the file within Windows Explorer to complete installation.
