Overview

All HUD assisted and insured housing (Public Housing and Multifamily Housing) covered under the Department's Uniform Physical Condition Standards (UPCS) regulations must be inspected by REAC. The Physical Assessment Sub System (PASS) of the Office of Public and Indian Housing - Real Estate Assessment Center (PIH-REAC) facilitates these inspections of all HUD-affiliated properties.

UPCS Inspection Training has been developed specifically for owners, employees and other representatives of Public Housing Authorities and Multi-Family Housing properties. This course introduces participants to HUD's Uniform Physical Condition Standards (UPCS) physical inspection protocol and procedures. This course is not for inspector certification. Objectives

  • To discuss the mission of the Real Estate Assessment Center (REAC)
  • To explore the UPCS inspection protocol and procedures
  • To gain practical knowledge of the UPCS inspection software (including hands on training with the inspection software on our computers)
  • To discuss the inspection Dictionary of Definitions
  • To learn about Scoring and Technical Reviews and Database Adjustments

Cost of Training

There is no cost for the course; however, participants are responsible for their own travel arrangements and expenses for lodging, meals, and transportation. Hotel, restaurant and airport information will be provided once we receive a request to be registered for a training session.

Training Class Size

Each course has twenty-four (24) slots available for general enrollment on a first come, first served basis.

The course is currently conducted in the Large Training Room at the:

REAC (Potomac Center - South).

Training Session Date

The course is a 3-day activity. Classes begin on Tuesday and end on Thursday. Class time is 9 a.m. to 5:00 p.m.

We require 100% attendance. View the schedule of classes.

Registration Procedures

To register, please complete the registration form (MS-Word) for Each participant and submit (via email) to: reacpasstraining@hud.gov

In the Subject line of the email, type: Registration for date of training session (first choice) and your name.

Send the e-mail to the UPCS Inspection Training Team at reacpasstraining@hud.gov

Once received and processed, you will receive confirmation of your request. Incomplete registration information will be returned.
