Overview
All HUD assisted and insured housing (Public Housing and Multifamily
Housing) covered under the Department's Uniform Physical Condition
Standards (UPCS) regulations must be inspected by individuals certified
in the Department's UPCS inspection protocol and procedures. The
Physical Assessment Sub System (PASS) of the Office of Public and
Indian Housing - Real Estate Assessment Center (PIH-REAC) facilitates
these inspections of all HUD-affiliated properties.
The UPCS Inspector Certification Training Program is operated by
PIH-REAC. This Certification Training Program is specifically designed
for inspectors to become certified to conduct the REAC inspections.
In order to participate in this training, you must already have
sufficient inspector skills, computer skills and experience as an
inspector. The information below explains how to become a certified
UPCS inspector. Please note: we are actively recruiting inspectors
who pay close attention to details and can follow instructions!

PIH-REAC will
review an applicant's Inspector
Candidate Assessment Questionnaire (form HUD 50002) to determine
qualification to participate in the UPCS certification training.
This questionnaire is to provide PIH-REAC with basic background
knowledge of your skills and abilities, to include inspection experience,
education, specialized inspection training, computer experience
and other related information. The applicant will be notified via
e-mail, whether or not selected to participate in the training.
If selected, the applicant's notification will include invitation
to participate in the training program.
This certification training includes 2 phases. Phase 1 is 5 days
of intensive instructor-led classroom sessions, concentrating on
REAC inspection protocol, deficiency definition, hands-on software
instruction and certification exams. All exams must be successfully
passed before proceeding to Phase 2. These training sessions are
currently offered at least once per month in Washington, DC. If

Phase 2 of the training program includes actual on-the-job training
and then a final Certification exam (inspection) with one of REAC's
Quality Assurance Inspectors. Phase 2 is dependent upon you (the
inspector) obtaining REAC inspection assignments. Review Step #10

Only after completing both phases of training and passing the certification
examinations will an inspector candidate be fully certified to conduct
REAC inspections.
