In a Conference Report on H.R. 4635, the Department of Housing
and Urban Development (HUD) was requested to continue to assess
the accuracy and effectiveness of the Public Housing Assessment
System (PHAS). In particular, revisions were to be made in the physical
inspection quality assurance plan, as recommended by the General
Accounting Office (GAO); a statistically valid test was to be conducted
of the physical inspection protocol, with a thorough analysis of
the results; and an independent assessment of the methodology and
results of the study was to be ordered. In response, all requested
activities were undertaken by REAC and a report entitled "PHAS -
Physical Inspection System Conferees Report," was delivered as requested
on March 1, 2001. The documents listed below include the Overall
Executive Summary, Exhibit III, which is the statistically valid
study requested, and Exhibit IV, a letter of validation by the contractor
commissioned to independently assess the results of the study.
