FASS-PH Release 8.2.1.0

FASS-PH Release 8.2.1.0 was implemented on 9/30/2006. Changes in this release includes (but no limited to) new line items and details link, removal of edit flags and changes to the Expenses Management Scoring Thresholds. The FASS-PH user guide was updated and posted on the FASS-PH web site. A summary of the changes are detailed below:

1. Developmental activity details links were added for FDS Line Item numbers 125, 171, 172, 174, 176, 348, 355, 913, and 1003. The details links will only be effective for the following programs: Low Rent Public Housing, Businesses Activities, Development, Public Housing Capital Funds, Public Housing Comprehensive Grant Program, Revitalization of Severely Distressed Public Housing and Home Investment Partnership Program. The new details link are applicable for PHAs with fiscal year ending September 30, 2006 and later.
   
   
2. New details links were added for 711, 714 and 720. These details links are effective for the Section 8 Housing Choice Voucher program. The new details link are applicable for PHAs with fiscal year ending September 30, 2006 and later.
   
   
3. The Expense Management/Utility Consumption scoring thresholds have been revised. The revised scoring threshold changes are applicable for PHAs with fiscal year ending September 30, 2006 and later.
   
   
4. Edit flag #33 (line item 706 - The amount of HUD PHA Operating Grants should be greater than the housing assistance payment) was removed from the Completeness Check and Submission validation functionality as a result of implementation of PIH Notice 2006-03.
   
   
5. Edit flag #35 (The amount of operation subsidy lines 706 and 708 should be greater than the housing assistance payment) was removed from the Completeness Check and Submission validation functionality as a result of implementation of PIH Notice 2006-03.
   
   
6. The Download Previous Submission functionality was modified to allow the PHA to create an Audited submission from a Unaudited/No-Audit submission.

(11/04/2003)   Appendix A: Error Messages and Business Validations (10/04/06)   Guidelines on Reporting and Attestation Requirements of Uniform Financial Reporting Standards (UFRS)-May 2002: This guide incorporates the Financial Assessment Subsystem upgrades of September 2001, December 2001, and January 2002. It covers attestation requirements for PHAs that are a component unit or a Department within a City/County Government or a Redevelopment Authority.
