Secure Systems Users:
REAC is in the process of improving the security of our system.
In the latest update to our system, we introduced the first phase
of our improved security process: a pilot program for several
subsystems. Users of FASPHA, MASS, NASS, PASS, QASS, and RASS
are participating in the pilot program. In the next phase of our
improved security process, we will be extending the pilot program
to all of the subsystems. After the next update to our system,
all users will login through the Single Sign-On page. The Single
Sign-On page will replace our current login page, and users will
only be required to login once. Until then, users in the pilot
program will be required to login twice, using the same user ID
and password. We apologize for the inconvenience, and thank you
for your patience and for your participation in the pilot program.

with FYE 3/31/2004 have until 5/3/2004 to complete their Implementation
with FYE 6/30/2004 have from 3/19/04 until 4/19/04 to update
and certify their unit addresses via the Internet.

About Late Presumptive Failure (LPF) In accordance with the
PHAS regulation, the PIH-REAC computer system generates a late
presumptive failure and an indicator score of zero when a PHA
does not submit the required financial information and/or management
certifications by the established regulatory submission deadlines.

The Deregulation for Small Public Housing Agencies final rule
was published in the Federal Register on June 24, 2003.
It simplifies and streamlines HUD's regulatory requirements for
small public housing agencies (PHAs) that administer the public
housing and voucher assistance programs under the United States
Housing Act of 1937.
Changes to the REAC PASS Bulletin: The Pi-Op Bulletins
have been renamed to REAC PASS Bulletin. The REAC Compilation
Bulletin document consolidates and replaces all previously issued
Pi-Op bulletins (#1 through #19), all FAQ's, and all other PASS-related
notices/guidances published in the past. This revised document
is aimed to provide one consolidated source for REAC PASS-related

The Department is aggressively pursuing action against auditors
who have egregiously violated professional standards and HUD requirements.
To date – based on referrals made to oversight bodies as a result
of QARs performed by QASS – the following enforcement actions
have been taken or are proposed against IPAs: More
Inspection has a new toll free number: 1-888-245-4860
Effective October 21, 2002, this new toll free number must
be used for all Physical Inspection questions. The old toll free
number will no longer be in service.
Notifies Owners and Agents; Property Inspection Reports will no
longer be mailed.
Effective October 15, 2002 HUD will provide physical inspection
reports only on-line via the Internet. After October 15, 2002
Owners and their staff will retrieve inspection results through
the HUD secure connection using preexisting protocols, of which
owners and agents are already familiar. More
