KDHAP Version 3.0 in PICTEST

Dec. 6, 2005 - KDHAP was updated December 3-4, 2005

KDHAP Release Version 3.0 was installed over the December 3-4, 2005 weekend in PICTEST. The following improvements are included in the release.

  • Support for users to view archived transactions from the search screen results.
  • Support for users to navigate to view previous lease records in read-only mode.
  • Support for high-level users to cancel a single transaction or all transactions for a household.
  • Validation for FEMA Eligibility Date not more than 18 months minus months of FEMA payment.
  • Support for designated HA and Guest users to view “all” newly added households in the report.
  • Transaction Reports defaults to include Display of Initial PHA in the report.
  • “Add Household” form updated with new fields for POC name and contact numbers.
  • Added family category CPD: Continuum of Care (Homeless) to the form.
  • Added new program “MF- MultiFamily” to the form.
  • FEMA Eligibility is displayed in the search results.
  • “Approve New Household” functionality is enhanced to handle more records.
  • The Transaction Report was changed to add an option to select FEMA Eligibility for display.
  • The KDHAP version number is displayed in the KDHAP header bar.

HUD-PIH will continue to enhance and improve the operation of KDHAP as the situation warrants.


PIC now works with newer browsers

Dec. 2, 2005 - Time to update your web browsers

As part of the recent release, PIC was enhanced to work with the newer web browsers. Because of this upgrade, PIC no longer works properly with Netscape 4.x series browsers. If you are using Netscape 4.78 or 4.79, you will need to download a newer browser.

We will soon be updating the PIC "System Requirements" web pages to reflect these changes. Until then, be advised that the following web browsers have been tested and are supported:

  • Microsoft Internet Explorer 6.0 or later.
  • Netscape 8.0 or later
  • Firefox 1.5 or later
  • Mozilla 1.7 or later
  • Opera 8.0 or later

Please note that HUD neither endorses nor recommends any specific browser. Each of these browsers is available as a free download. Other browsers may also work but they have not been tested. If you have questions about how to obtain or set up a new browser, please call PICHelp toll-free at 1-800-366-6827.


9/30 SEMAP Certifications due 11/29

Nov. 22, 2005 - FYE 9/30 SEMAP Certifications must be submitted by 11/29/2005

This is a reminder to PHAs with Section 8 programs with more than 250 contracted voucher units (or less than 250 vouchers under contract but in "troubled" status) and FYEs of 9/30 that your SEMAP certifications are due in PIC by no later than Tuesday, November 29, 2005. Failure to complete the certification and to submit it in PIC by the due date will result in a SEMAP designation of "Troubled" for your agency.

Please contact your Field Office staff with programmatic questions and call the PICHelp line at 1-800-366-6827 (or email pichelp@hud.gov) with PIC technical questions.

If you are not sure whether you are required to submit or if you are a MTW agency, call your local HUD Field Office. If you are having technical problems with PIC SEMAP, call PICHelp at 1-800-366-6827 (or email pichelp@hud.gov).

You should start the SEMAP certification process well in advance of the due date to allow time to resolve any problems within the schedule. PIC technical problems reported to PICHelp on or after the November 29, 2005 submission deadline will not be considered as justification for a late FYE 9/30/05 certification.


Known bug in Delinquency Report

Nov. 10, 2005 - Problem in VMS data extract process

There is a problem in VMS data extract routine that pulls all leasing data for a given submission date and totals it for that date. It can make the Delinquency Report voucher reporting rate incorrect.

The problem occurs when an agency resubmits the same data twice or resubmits the data with a correction for the same date. The extract routine is totalling all of the data, not just the latest submission, which, in effect gives double or triple counts for total vouchers leased. This makes the voucher reporting rate percentage incorrect and artificially low in the monthly Delinquency Report. This problem does not occur in public housing reporting rates.

This problem will be corrected in a special release on 11/18/2005 which will take effect for the end of November reports.


KDHAP Version 2.5 is out

Oct. 31, 2005 - KDHAP adds new features and functionality

KDHAP Release 2.5 was installed over the past weekend. The following improvements are included in the release.

  • The PHA selection method (only in KDHAP) was changed from drop down hub, field office, and HA selection boxes to a more intuitive "Search and select by name" method. This provides an easier way to select a PHA without navigating through the hubs and field offices; it also provides access to all the PHAs (only for KDHAP system) for all the users irrespective of their access.

  • Now Head of Household (HOH) details can be edited directly by clicking the SSN number link displayed on the search page even if HOH is assigned to a PHA for assistance; previously it was necessary to first navigate to that particular PHA.

  • FEMA eligibility is displayed as "YES" when it matches one of seven approved codes provided by FEMA data transfer.

  • HA lease information will be saved only when the household record has a FEMA ID and FEMA Eligibility = "yes".

  • Functionality was added for an HA user to submit only the upper half of the form (without lease information).

  • "New household" functionality was added to permit any field user with edit rights to propose the addition of a "broken family" (with a new HOH) or otherwise qualified formerly HUD-housed family not listed in HUD systems.

  • Functionality for designated headquarters users to approve/reject "new households" was added: if the household is approved, it is added to KDHAP tables.

  • A "New Households" report was added to review the status of Households to be added: Guest and HA users can view only the status of households they added whereas HUD and Super users can view all the households.

  • The Transaction Report was changed to add an option to select FEMA Eligibility for display.

  • The KDHAP version number is displayed in the KDHAP header bar.

HUD-PIH will continue to enhance and improve the operation of KDHAP as the situation warrants.


KDHAP added to PICTEST

Oct. 6, 2005 - KDHAP to support Katrina-affected Hud families

HUD is releasing a special submodule in PICTEST called KDHAP to support the Kartina Disaster Housing Assisstance Program (KDHAP).

The KDHAP submodule will run in PICTEST until further notice but it will be considered a production submodule. KDHAP will provide the following general functionalities to users:

  • Search for an eligible family
  • Provide updated family information
  • Assign a family to a new PHA
  • Record a family's lease-up
  • Record and display non-KDHAP available units

Families must be formerly HUD-housed in the declared Katrina disaster area, must register with FEMA, and FEMA must certify that the family's former housing is no longer useable. KDHAP supports this by obtaining data from PIC, HUD Multi-family, FEMA and various rent rolls from the area.

Users requiring access to the KDHAP system must possess a valid PICTEST User ID. Contact your HA or HUD Field Office PIC-PICTEST Security Administrator to obtain access to KDHAP.

JUMP

Oct. 3, 2005 - JUMP is a PICHelp Online Support System that allows PIH Information Center (PIC) users to submit problems or questions via web interface to PICHelp. User receives PICHelp Ticket number immediately, can add information to an existing problem, and tracks the tickets progress through resolution.

PICHelp encourages users to sign up for this online support system. Please send an email providing your name, phone number, Housing Authority number, and HUD Field office name where applicable to PICHelp@mssi2000.com. Include "Access to JUMP" in the subject line of email. PICHelp will contact users. A flash presentation and the JUMP User Guide has been developed to assist users and is available online at http://pichelp.mssi2000.com.


Wass Transition - More Information

Sept. 22, 2005 - WASS is okay for logons other than PIC

There has been some confusion about when to use the WASS ("REAC") logon and when not to use it.

We continue to ask HA and HUD users to logon to PIC using their PIC User IDs rather than WASS User Ids whenever possible until further noice due to an interface problem between WASS and PIC. The problem is a bottleneck in the WASS-PIC interface which causes major slowdowns for PIC users during heavier usage.

If necessary, WASS can still be used to access PIC but be prepared for a much slower response. The slowdown affects only PIC and only if the user logs onot PIC using the WASS logon.

HA and HUD users can and should still use their WASS User IDs to access other HUD and PIC systems, such as TRACS, NASS, RASS, FASS, MASS, PASS, TASS, VMS, and EIV.

We apologize for any confusion this has caused. We are researching options to resolve the interface slowdown problem and, when a fix is implemented, we will announce a new PIC to WASS transition deadline.



PIC-Wass Transition Extended

Sept. 15, 2005 - Please Continue to Use PIC Users IDs

The transition period for changing to WASS User IDs for PIC is being extended until further notice due to technical difficulties in the WASS-PIC infrastructure.

Because of the technical difficulties, we ask users to use their PIC user IDs if possible rather than WASS IDs to access PIC. This will be in effect until further notice.

If your PIC User ID has been inactivated, your HA PIC Security Administrator or the PIC Coach in your field office can re-activate it.

We apologize for any user inconvenience. This extension of the transition period will not change the release date, September 16-18.


PIC next release in on 9/16-18, 2005

Sept. 8, 2005 - PIC offline for release from 4 p.m. on September 16

Access to the PIC production system will be shut down at 4:00 p.m. Eastern Time (1:00 p.m. Pacific) on Friday, September 16, 2005 to permit installation and testing of PIC Release 7.7.0.0.

All users must exit the system by that time. (Failure to do so may delay the release.) Please do not try to access the system during the September 16-18 weekend. PIC will remain offline for that weekend to permit thorough testing of this large release in a production environment.

We expect PIC to be back in operation by Monday morning, September 19, or earlier. Release notes concerning the changes will be posted on the Web by Monday, September 19. We regret the inconvenience to our users but feel it is necessary.


SEMAP Data Extract Problem Resolved

Sept. 7, 2005 - data extract re-run and profiles created

Due to a processing failure during the monthly data extracts for 6/30/05 and 7/31/05, corrupted data files were created for the SEMAP MTCS Data Extracts. These files represent the data the would be used for scoring SEMAP.

The data files were recreated on 9/2. In addition, the corresponding SEMAP profiles for PHAs who submitted 6/30/05 SEMAP certifications were recreated at that time. Field Office scoring may now proceed normally in PIC.

It should also be noted that although the scoring for Indicator 11 (Pre contract HQS Inspections) remains turned off for PHAs with an FYE of 6/30/05, scoring for Indicator 11 will be turned on for PHAs with FYE 9/30/05 and thereafter. Beginning with 9/30/05 FYEs, all 14 SEMAP indicators will be scored for the first time in four years.


WASS Transition extended to 9/16

Aug. 26, 2005 - WASS IDs will be used after 9/16 release

The WASS transition period has been extended for another two weeks.

All PIC users must set up as WASS users by September 16, 2005. After the release is installed (over the weekend), all non-WASS PIC User IDs will be permanently deactivated.

Beginning September 16 users will not be able to access PIC without a WASS User ID with access rights properly assigned to it in PIC. The deadline will not be extended again.

Questions concerning establishing the WASS User ID should be directed to your local PIC Coach in the Field Office or to PICHelp at 1-800-366-6827 (toll-free)


6/30 SEMAP certs due by 8/29

Aug. 23, 2005 - Reminder: Monday is the last day to submit 6/30 SEMAP certifications

SEMAP Certifications for all PHAs being assessed must be submitted in PIC within 60 days after their Fiscal Year End.

All Section 8 PHAs with FYE of 6/30/2005 and with any amount of vouchers under contract must submit a SEMAP certification into PIC no later than Monday, August 29, 2005.

The small-PHA waiver is not in effect for FY 2005. If you do not submit a certification when one is required, your agency will be designated "Troubled". HUD strongly recommends that you do not wait until the 8/29 deadline to submit your certification. That will leave no room to resolve a problem that arises.

If you are not sure whether you are required to submit or if you are a MTW agency, call your local HUD Field Office. If you are having technical problems with PIC SEMAP, call PICHelp at 1-800-366-6827.

PIC technical problems reported to PICHelp at or after the August 29, 2005 submission deadline will not be considered as justification for a late FYE 6/30/05 certification.


Nine work days left to change to WASS

Aug. 18, 2005 - WASS transition period ends August 31

All PIC users must be set up as WASS users by August 31, 2005. On September 1, 2005, all non-WASS PIC User IDs will be permanently deactivated.

Users will not be able to access PIC without a WASS User ID with access rights properly assigned to it in PIC beginning September 1.

Questions concerning establishing the WASS User ID should be directed to your local PIC Coach in the Field Office or to PICHelp at 1-800-366-6827 (toll-free).


PIC Release moved 3 weeks later

Aug. 16, 2005 - Release 7.7.0.0 rescheduled to weekend of 9/16/05

PIC's next release (renumbered 7.7.0.0) has been rescheduled from 8/26/05 to 9/16/05 to permit more time for testing.

PIC will shut down at 4:00 PM Eastern on Friday, September 16, and remain offline until the release is installed and testing completed, probably no later than Monday morning.

Form 50058 uploads in the queue on Friday at 4:00 PM will be processed before the release installation begins. However, there will be no user access to PIC during the installation.

PIC technical problems reported to PICHelp at or after the August 29, 2005 submission deadline will not be considered as justification for a late FYE 6/30/05 certification.

PIC Viewer Reports working again

July 15, 2005 - Viewers Report tabs back in service

A problem with the PIC Viewer "Reports" tab appeared earlier this week. When users clicked the Reports tab, they received a corrupted screen with no links to reports.

This problem has been corrected and the Viewer Reports tab is once again working normally.

PIC shutdown 6/24 for Release 5.6.2

June 23, 2005 - Release 5.6.2 corrects three problems

PIC will be off-line to all users for installation of Release 5.6.2 beginning Friday, June 24, at 5:00 p.m. Eastern time (2:00 p.m. Pacific).

The system should be back up for users after installation and testing is completed some time around midnight (Eastern) on Friday night, June 24. The exact time is not known.

This unscheduled release corrects three problems in PIC. One problem being corrected involves removal of out-dated production files that are no longer used. The second corrects a problem with the "secret question" function for PIC User IDs. The third corrects the Demo-Dispo submodule so it will properly display the OMB form approval information.


PIC shutdown April 8 for Release 5.6.1

April 5, 2005 - PIC Offline starting 5 p.m. EDT on Friday, April 8

PIC will be offline to all users for installation of Release 5.6.1 beginning Friday, April 8 at 5:00 p.m. Eastern Time (2:00 p.m. Pacific).

The system should be back up for users after installation and testing is completed some time during the day on Saturday, April 9. The exact time is not known.

This unscheduled release corrects two problems in PIC. One problem being corrected involves an erroneous fatal error message received when Form 50058 Action 8 (FSS Addendum) is submitted. The other corrects a problem in MTCS reports submodule involving "state" reports for non-states such as Puerto Rico, Virgin Islands, Guam and the Marianas Islands.


PIC will shut down April 1-4 for a move to new facilities

March 7, 2005 - PIC will be offline and unavailable to all users April 1-4 (Friday 2 pm until Tuesday morning) in order to move all PIC web and database servers, software and infrastructure from Maryland facilities to new West Virginia facilities. The move is planned after the quarter's end so users can complete required quarterly reports.

Because of the move, the monthly reports summarization will be delayed one week, from the weekend of April 1-2 to April 8-9. There will be no change in PIC functionality or logon or loss of data caused by the move. On April 5, users should be able to log on the normal way without difficulty.

We apologize for any inconvenience to users. The move is required because of a change of support contractor.


Satellite Broadcast - PIH Conversion to WASS-SSO

Feb. 16, 2005 - The PIH Conversion to WASS-SSO Satellite Broadcast will take place on Thursday, February 17 from 1:00 to 3:00 pm on the HUD satellite system. It will be simultaneously webcast live from the HUD webcast home page link for broadband users and will be available for recorded webcast sometime next week.

The presentation will cover the PIH move to a Single Sign On (SSO) for all PIH systems using the WASS (Web Authentication Secure System). PIC and EIV users will be briefed concerning how to make the transition from the old PIC and EIV user IDs to the new ones associated with WASS.

Ms Paula Blunt, General Deputy Assistant Secretary for Public and Indian Housing, will introduce the broadcast. Panel participants include Stephanie Avery (PIC), Bob Harmon (PIC), Gary Faeth (WASS), Nicole Lawyer (EIV) and David Sandler (EIV). The broadcast presentations will be followed by a phone-in question and answer session.
