New format for Form-50058

Dec 19, 2006 - Following the release of PIC/IMS 5.9, all form 50058 transmissions must be in the new 50058 format. The asset field has been expanded by one character, which has forced all subsequent fields over one character. Failure to patch your software to the current version may result in data corruption or the complete rejection of submissions.

A patch for the FRS software has been placed on the FRS internet page. Housing Agencies that use third party (vendor) software are advised to contact their vendor to ensure their software is patched to the current version.


Form-50058 Delinquency Report Guide is now available

Oct. 6, 2006 - As was mentioned in Notice PIH 2006-24, HAs are expected to report their form 50058s at a 95% rate or face the possibility of sanctions. A section of that notice mentioned that HUD would be making available a Delinquency Report Guide online. A permanent link to the guide can be found on the Form-50058 page.

FYI An enhanced delinquency report for the voucher program will be introduced with our December PIC release that will show the numbers used to calculate the 50058s required. The number of 50058s required for voucher funded assistance is derived from the total units leased as supplied by the HA into the Voucher Management System (VMS), plus all portability move ins minus all portability move outs.

PIC will be shut down this weekend for Maintenance

Sept. 28, 2006 - PIC will be shut down for system maintenance starting at 6pm eastern on Friday September 29th and will reopen by 8am on Monday October 2nd.

In addition to a few internal modifications, a fix to the tenant ID management process will be implemented. This fix will run each night and will set all Tenant ID changes to a status of "Failed" if they did not process correctly that day. This new process replaces the biweekly routine that has been running for the last two months. Users will now be able to fix problems with tenant ID changes the next day instead of having to wait up to two weeks.

Our next full PIC release is scheduled for December 15th. More details on this full release will be made available shortly.


Revised Form HUD-50058 Sanctions Notice and Assessment Reminder

Sept. 26, 2006 - The Department issued a technical correction on September 21, 2006, to the revised Form HUD-50058 sanctions notice (Notice PIH 2006-24) issued on June 30, 2006. Under this notice, all PHAs will be assessed in October 2006, based on their Form HUD-50058 reporting rates in the September 30, 2006 Delinquency Report. Notice PIH 2006-24 replaces Notice PIH 2005-17 and voids all sanctions and Corrective Action Plans implemented under the 2005 notice. PHAs assessed under Notice PIH 2005-17 will be reassessed under Notice PIH 2006-24. PHAs located in Presidential-declared disaster areas due to Hurricanes Katrina, Rita and Wilma will be assessed separately in January 2007, based on the December 31, 2006 Delinquency Report. PHAs are encouraged to monitor their Form HUD-50058 reporting rates and submit any missing Form HUD-50058 records to ensure that their reporting rates are in compliance with the 95 percent reporting requirement by September 30th. Please note the technical correction made to section 8 of the notice. PHAs demonstrating compliance under reason #2 or #3 should not submit Head of Household Social Security Numbers to the Department.

The Department will notify PHAs under 95 percent by e-mail. PHAs should ensure that their e-mail address listed in PIC is current.

PHAs that need assistance with Form HUD-50058 reporting or updating their email address in PIC should contact their local PIC Coach.


June 30 FYE SEMAP Reminder

August 11, 2006 - Housing agencies with fiscal year end of June 30th are reminded that their SEMAP certifications are due 60 days after the end of their fiscal year - August 29th.

Small HAs (those with fewer than 250 units) who were designated as SEMAP Standard or High Performers last year are encouraged to contact their local HUD office to determine if they are required to submit certifications for this fiscal year end.


Transition to WASS IDs in effect

July 24, 2006 - The transition from old style PIC IDs to WASS IDs is back on schedule. All users are asked to start using their WASS IDs ("M" IDs for HA users and "H" IDs for HUD users) thru the Secure Systems Logon immediately. The old style PIC IDs (first initial, middle initial, last name - ex. jxdoe) will be phased out this fall. We will support both User ID types during the transition to ensure all users have adequate access to their data. Known issues with WASS IDs will be corrected following the upcoming fall PIC release.

SEMAP 3/31 FYE Reminder

May 30, 2006 - SEMAP Certifications for housing agencies with fiscal year ends of March 31st are due today, May 30th, by close of business.


SEMAP Indicator 11 and the 95% Reporting Rate

May 2, 2006 - There is a problem with the PIC SEMAP module as it relates to Indicator 11 (Pre-contract HQS inspections). This indicator is being scored for the first time starting with the December 31, 2005, PHAs. The indicator is worth 5 points that can be achieved if 98 to 100% of newly leased units passed inspection before the effective date of the HAP contract.

On the MTCS Extract in the PIC SEMAP module, all PIC-related indicators are being scored based on an 85% reporting rate. In accordance with Notice PIH 2005-17, the reporting rate requirement is 95% under SEMAP starting with the December 31, 2005, PHAs. Therefore, field offices must adjust all PIC-related indicators to 0 if that rate isn’t met. However, Indicator 11 cannot be adjusted downward. This glitch will be fixed with the next PIC release in September 2006.

Consequently, some PHAs were issued (or will be issued) inflated SEMAP scores and may have been (or will be) incorrectly designated. This scenario can apply to PHAs with fiscal year ends of March 31, 2006, and June 30, 2006, as well as December 31, 2005. Field offices will notify affected PHAs of their actual SEMAP scores and designation once the glitch in the PIC module is fixed and PIC can reflect the PHA’s correct score and designation. For each quarter mentioned above, field offices will be provided with a list of PHAs that may be affected by a potential change in their SEMAP score for indicator 11.

Release 5.8.1 completed on Sunday

April 10, 2006 - PIC Release 5.8.1, a "patch" release was successfully installed and tested this past weekend.

The patch release corrected the following PIC issues from the March 7 release:

  • Corrected a problem where, if there was a duplicate SSN situation and one PHA corrected its SSN to remove the duplicate flag, it did not remove the flag from the other correct SSN.
  • Corrected a heading label in the CapFund B&U Certification page that said "ACC Units" but now says "Non-ACC Units".
  • Corrected the generated unit count per entrance to "1" for semi-detached and row/townhouses when adding buildings and units online.
  • Corrected two typographical errors in the MTW delimited file format document which users download in the MTW Data Upload submodule.
  • Corrected an error which made a " VOID" in MTW fail if the preceding action was "New Admission".

In addition, a backlog of "algorithmically incorrect" SSNs has not been re-tested yet against the Social Security Admin. (SSA) files. They will all be tested by the end of April and any remaining "algorithmically incorrect" SSNs will be tested at the SSA monthly thereafter. ("Algorithmically incorrect" SSNs are ones that were tested when received against the SSA validity formula and failed.)

The next scheduled PIC release (tentatively labeled "5.9") is on September 22, 2006.


Summarization will run April 14 as planned

April 10, 2006 - The summarization process for monthly reports has been delayed one week to April 14 As announced in a March 29 headline.

There is some confusion, for which we apologize, because the monthly reports currently say "March 31, 2006" for the report end date. This is due to a coding error that advances that date automatically on the first Friday night after the end of the month, whether or not the report summarization actually ran that day.

We will correct this in a future release and ask for your patience and understanding until it is corrected.


PIC Shutdown Friday Evening

April 6, 2006 - PIC will be offline to all users beginning at 4:00 p.m. Eastern Daylight Time on April 7 for installation and testing of the patch release and updates to related support systems.

The patch release will address the following PIC issues from the March 7 release:

  1. Correct two errors in the MTW delimited file format document which users download in the MTW Data Upload submodule.
  2. Correct an error which makes a " VOID" in MTW fail if the preceding action was " New Admission ".
  3. Corrects a problem where, if there is a duplicate SSN situation and one PHA corrected its SSN to remove the duplicate flag, it did not remove the flag from the other correct SSN.
  4. Corrects a heading label in the CapFund B&U Certification page that says "ACC Units" but should say " Non-ACC Units".
  5. When adding buildings and units online, corrects the generated unit count per entrance to "1" for semidetached and row/townhouses.

The system will remain offline until the installation and testing is completed but we expect PIC to be up and available by 6:00 a.m. Eastern Daylight Time on Monday. Thank you for your patience.


AMP Status Report on PIC Page - Daily AMP Status Report on PIC Home Page

April 3, 2006 - Asset Management Project ("AMP") numbers must be entered for all buildings in PIC Development submodule. The deadline for AMP number data entry is Friday, April 21, 2006.

AMP numbers must be entered for every building, regardless of status. Even ones that have been removed from inventory need an AMP number. Guidelines for AMP numbers are contained in PIH Notice 2006-10.

To help PHAs and Field Offices gauge the progress of their efforts, PIH has begun posting a link to an AMP Number Progress Report on the PIC Home Page. This report is updated daily.


Revised - Monthly Reports Delayed One Week - March 31 monthly reports will be run on April 14

April 3, 2006 - The monthly tenant data report summarization is normally run on the first Friday evening after the end of the month. This would be April 7 for the end-of-March reports.

However, PIC will be installing release 5.8.1 on April 7 so the monthly report summarization has been rescheduled for the evening of April 14.

This means that the March 31st reports will not be available until the summarization is completed on April 15.

Because of this delay, all data submitted to PIC by April 14 with an effective date occurring during the normal report period will be included in the reports. We apologize for the delay but it is necessary.


PIC Release 5.8

March 14, 2006 - The PIC Release 5.8 was successfully installed and tested in PIC production system during the past weekend. A release summary can be found at PIC News and Events.

It should be noted there are five outstanding issues from the release that will be addressed soon in a "patch" release. They are:

  • If there is a duplicate SSNs and one PHA corrects its erroneous SSN to remove the duplicate flag, it does not remove the duplicate flag from the other PHA which has the correct SSN.
  • The downloadable "csv" MTW template in the PIC-MTW submodule has an error. PIC coaches have the corrected template.
  • The new Building & Unit Certification page has a heading labeled "ACC Units" instead of "Non-ACC Units".
  • An MTW action 15 (void) does not work after MTW action 1 (new admission).
  • When adding buildings and units online, the generated unit count per entrance is incorrect for Row/Townhouses (Uploads are not affected).

We will provide details about the patch release when they are available.


Delinquency Report Data OK Now

Feb. 14, 2006 - VO and MR "50058 Required" values are now corrected.

The problems reported last week with the "50058 Required" values for Voucher and Mod Rehab program types in the Delinquency Reports for January 31, 2006 have been corrected.

The values have been corrected and updated for data input in the system as of February 3, 2006. Users may again rely on the values for Vouchers and Mod Rehab in the Delinquency Reports. We apologize for any inconvenience that occurred.


Delinquency Report errors

Feb. 9, 2006 - Voucher and Mod Rehab "50058 required" values are not correct

The monthly reports summarization was run the weekend of February 4-5 and during the process, the subroutine that calculates the values for "50058 Required" for Vouchers and Mod Rehab program types failed.

Technical staff have attempted to rerun the subroutine without success and are investigating the cause of the problem at this time.

This means that the Delinquency Reports for Vouchers and Mod Rehab programs are incorrect and should not be used until the problem has been corrected. We apologize for the inconvenience and hope to have it corrected soon.


"AMP" Numbers in PIC Development

Jan. 27, 2006 - Asset Management Project ("AMP") numbers support project-based management

AMP numbers are used for designating a group of various buildings into a new operating entity called an Asset Management Project. AMP numbers may be assigned to each building in the PIC Development submodule by HA users who have the appropriate access role assigned.

Made available in November 2005 PIC release, all HA and HUD Security Administrators are able to grant AMP Assignment access to HA users as needed.

The "AMP Assignment" tab appears at the top right hand side of the Development tabs. A PIC Job Aid for inputting AMP Numbers has been posted to the PIC Technical Support web page at http://www.hud.gov/offices/pih/systems/pic/ts/.

HUD guidance concerning why and how to organize the AMP numbers will be published in a PIH Notice shortly. AMP numbers for 2007 must be entered in PIC by April 21, 2006. HUD may assign "default" AMP numbers to PHAs that do not assign their own by the deadline.

AMP numbers do not replace existing development numbers for purposes of Form 50058 or the Capital Fund. Questions concerning AMP numbers may be directed to your local Field Office.
