Subject: Responsibility to begin transmission of new Form HUD-50058, Family Report, on June 1, 1998

Background

Notice PIH 97-60 (HA), Responsibility for Completion of the Form HUD-50058, Family Report, was issued December 4, 1997. The Notice announced the new Form HUD-50058, use of the new Form, provision of software, and reporting requirements.

Purpose

This Notice is a reminder that Housing Agencies (HAs) must transmit family data to the Multifamily Tenant Characteristics System (MTCS) using the new Form HUD-50058 no later than June 1, 1998.

Transmission of new Form HUD-50058

On June 1, 1998, the MTCS will no longer accept tenant data in the old Form HUD-50058 (6/93) format. HUD requires HAs to submit all tenant data in the new Form HUD-50058 (5/98) format after this date.

Software vendors and HAs received the technical requirements for this new format in August 1997. HUD has communicated modifications to these technical specifications in a timely manner via the MTCS Website.

There should be no interruption in scheduled transmissions of Form HUD-50058 data to HUD. After June 1 HAs must use the new Form HUD-50058 to transmit their data. HAs do not need to retransmit ALL their data in the new format, just those households that require updates. MTCS still contains all prior old form submissions and will maintain those records until an update is transmitted in the new format.

Some HAs may not be able to transmit their Form HUD-50058 data in the new format by this date due to vendor delays or their own software development delays. To accommodate these potential reporting delinquencies, HUD suggests that Field Offices work with individual HAs to identify timelines for compliance and be prepared to adjust any reporting penalties accordingly. Many vendors and HAs have specified dates other than June 1 for when they will be able to transmit new Form data. Field Offices should work with these HAs to assure compliance on the adjusted date, no later than July 15, and assess penalties accordingly.
