UIV System Privacy Requirements

  • PHA users must have a valid Form-HUD 9886, Authorization for the Release of Information/Privacy Act, or equivalent consent form that meets the requirements of 24 CFR 5.230(c) signed by all household members who are at least 18 years of age, to view income data in the UIV System.
  • Tenant data must only be used for verification of tenant income and eligibility
  • Tenant data must not be disclosed in any way that would violate the privacy of the individuals represented in the system
  • Tenants must be provided with access to their records upon request and given the opportunity to contest the contents of the record with the data provider (employer or SSA)

Security Requirements

HUD will:

  • Hold the data in secure sub-systems/modules within the EIV system and enable secure access to the data over the Internet by the requesting PHA only
  • Maintain the records of requests from HUD and the responses from data sources
  • Maintain records of data accessed by PHAs, archived, and/or destroyed and report the same to data sources, from whom the data were originally obtained
