Per FY 2006 Office of Public and Indian Housing (PIH) Management Plan requirements to conduct "Occupancy and Certification reviews" of 100 public housing agencies (PHAs) that receive 80 percent of HUD funding (Tier I reviews), and an additional 175 reviews (5 percent) of PHAs (Tier II reviews) based on field office risk assessment, RIM reviews will continue in 2006 as a part of PIH's overall Consolidated Review strategy.

Consolidated Reviews will consist of the following components: Rental Integrity Monitoring (RIM); Upfront Income Verification (UIV); Section Eight Management Assessment Program (SEMAP); and the Management Assessment Subsystem (MASS) of the Public Housing Assessment System. In addition to comprehensive monitoring, Consolidated Reviews will continue PIH's efforts in addressing PHA improper payments and other high risk elements.
