General Information

The Housing Authority of the City of Vancouver's (VHA) Moving To Work program is intended to promote resident self-sufficiency by redirecting VHA's resources to provide more direct and beneficial services to low-income families participating in the public housing and Section 8 programs. VHA's MTW program began April 21, 1999. VHA has executed two Amendments to its MTW Agreement that extend the current expiration date to March 31, 2009.

At the end of FY 2006, VHA served 509 households in public housing units and 1,940 households with housing vouchers. VHA has increased the total number of households served since FY 2001 from 2,058 to 2,449.

Status

VHA's MTW program initially had a mandatory self-sufficiency program with five-year housing time limits. In FY 2005, the VHA Board removed the mandatory provisions. During FY 2006, the agency completed the transition to a voluntary Family Self-Sufficiency (FSS) program.

Goals

  • Promote resident self-sufficiency.
  • Use VHA resources to provide more direct and beneficial services to low-income families.
  • Realize administrative efficiencies and cost savings.
