General Information

The San Antonio Housing Authority (SAHA) implemented its MTW program at three public housing developments. The program focuses on helping families achieve self-sufficiency through employment.

Status

In May 2000, SAHA implemented its MTW program at its Lincoln Heights, Mission Park, and Wheatley Courts public housing properties.

Goals

  • Increase the share of residents that work.
  • Increase the share of residents that progress toward self sufficiency.
  • Achieve greater income mix.

Rent Policies

SAHA has adopted rent policies to promote employment through income disregards and phased-in minimum TTP rent increases. The TTP will be adjusted annually on the family's anniversary date in accordance with current HUD regulations.

SAHA uses a graduated rent system. Initially, residents may choose to pay a flat rent or the greater of minimum rent ($50), 10% monthly gross income, or 30% of monthly adjusted income. In the second year, the minimum rent is raised to $55, and then $10 more per month each subsequent year.

SAHA disregards any income increases during the year, and adjusts rent on an annual basis. SAHA also disregards specific types of income under certain circumstances.

Occupancy Policies

SAHA planned to develop site based waiting lists for the three participating housing sites. However, as a result of a Voluntary Compliance Agreement, which has now expired, SAHA operates a centralized waiting list in which applicants can indicate an interest in the MTW sites. However, those applicants interested in the MTW sites must agree to participate in the MTW demonstration.

Self-sufficiency Policies

  • MTW participants sign an MTW/FSS agreement that encourages families to complete goals as a condition for receiving program benefits.
  • If residents complete the service plan goals, they receive preferences for Section 8 vouchers, scattered sites, public housing, and the homeownership program.
  • Resident Opportunities for Achievement and Development Centers (ROADS) focus on service delivery in partnership with the State Welfare agency and the local PIC under a "Work First" delivery model.
