Moving to Work (MTW) - Block Grant Demonstration Sites - Plans and Reports

The MTW Demonstration sites with block grant fungibility are required to submit an MTW Annual Plan and Report to HUD. HUD reviews the Annual Plan and provides the PHA with conditional approval, final approval, or disapproval of the plan. A conditional approval means that HUD requires revised or additional information from the PHA, or that HUD does not approve one (or more) element of the Plan. A final approval provides complete and final approval of the plan by HUD.

The following are the most recently approved block grant MTW Annual Plans and Reports. An approval of an MTW Plan does not supercede any of the terms of an agency's Moving to Work Agreement. The housing authority still must comply with all reporting requirements identified in its MTW Agreement. Further, the approval does not necessarily constitute an endorsement of any particular policies described in an agency's Plan. In providing assistance to families under the programs covered by this Plan, MTW housing authorities must comply with the rules, standards and policies established in the Plan.
