PHAS and SEMAP Guidance for MTW Sites

MTW agencies are exempt from all or part of HUD performance measurement systems, the Public Housing Assessment System (PHAS) and Section 8 Management Assessment Program (SEMAP).  Each MTW Agreement specifies whether the MTW site is completely or partially exempt from PHAS and SEMAP.  The following charts provide summary information on MTW Sites’ exemption status for each assessment system.

MTW sites with block granting authority are waived from PHAS and will not receive an overall PHAS score.  These sites are, however, still subject to the Independent Physical Inspection component.  In addition, they are required to participate in the Resident Survey component unless the PHA and HUD agree on an alternate resident survey.  For more information on approved alternate resident surveys, refer to MTW Sites Alternate Resident survey.
