Moving to Work (MTW) Guidance on PHAS and SEMAP for Demonstration Sites

HUD recognizes that the PHAS and SEMAP indicators have been problematic for a number of MTW agencies and provides the following guidance.

As an MTW agency, MTW sites may choose to participate in PHAS and SEMAP or may choose to be exempt from all indicators.  MTW Demonstration sites must respond to the Office of Public Housing Investments with a choice from the following options: 

1)    The MTW Agreement between HUD and the MTW Demonstration site fully exempts the agency from PHAS and SEMAP and the agency wished to continue to be fully exempt. 

2)     The MTW Agreement between HUD and the MTW Demonstration site grants partial exemption from PHAS and SEMAP (i.e., certain indicators are waived) and the agency wishes to be fully exempt from all PHAS and SEMAP indicators (requires an amendment to the MTW Agreement).

3)     The MTW Agreement between HUD and the MTW Demonstration site does not exempt your agency from any part of PHAS and SEMAP and the agency wishes to continue to report on all indicators.

4)     The MTW Agreement between HUD and the MTW Demonstration site does not exempt the agency from any part of PHAS and SEMAP and the agency wishes to be fully exempt from all PHAS and SEMAP indicators (requires an amendment to the MTW Agreement).  Block Grant agencies must indicate whether the agency is eligible for high performer status for the duration of the MTW demonstration period.

MTW Demonstration sites must communicate the choice in writing as expeditiously as possible as this impacts Capital Fund Program funding for each agency.  (Note that #2 and #4 above also require a written request for an amendment to your current MTW Agreement.)
