General Information

The Lincoln Housing Authority (LHA) has 320 public housing units and 2,713 Section 8 vouchers. In addition, the authority has 800 housing units in its market-rate and tax-credit housing programs. LHA's MTW program began May 21, 1999. LHA has executed two Amendments to its MTW Agreement that extend the current expiration date to March 31, 2009.

Status

LHA implemented its MTW program in 1999.

Participation in the MTW program is mandatory for all LHA public housing and Section 8 residents. LHA's MTW program gives preference to working families, victims of domestic abuse or violence, homeless families, and emergency situations.

Goals

  • Increase the share of residents who are working.
  • Increase the share of residents making progress toward self-sufficiency.
  • Increase the number of assisted housing units.
  • Improve the quality of tenant-based housing units.
  • Expand the spatial dispersal of assisted housing.
  • Increase rent revenues from residents.
  • Increase resident satisfaction with their housing and with HA and its programs.

Rent Policies

  • MTW has created an expectation for work by assigning a minimum level of earned income to all households with able-bodied adults. The minimum earned income is based on 25 hours of work per week at minimum wage.
  • Elderly and disabled participants in approved self-sufficiency programs are exempt from minimum earned income requirements
  • Income deductions and rent calculations are provided for out-of-pocket cost of health and dental insurance programs

Occupancy Policies

  • Section 8 preferences given to families participating in training, education, or work programs leading to employment and self-sufficiency.
  • Low-income families who are working are given a preference for public housing rental units.
  • Families who are homeless or victims of domestic violence will continue to be given a preference for housing assistance.
  • No interim reviews are conducted, except for changes in family composition that will increase or decrease total tenant payment (TTP) or changes in income that result in a lower TTP.

Self-sufficiency Policies

LHA has continued their existing Family Self-Sufficiency program with few changes, with the exception of enhanced case management. The program is specifically marketed to working families who pursue education and training, while they continue to work. LHA does not have term limits for FSS program participation and families who participate in a self-sufficiency program are exempt from the minimum earned income standards for up to three years.

Funding-related Issues

LHA is a modified subsidy site. LHA originally began its MTW participation as a block grant agency with funding flexibility, but returned to non-block grant status for financial reasons. Under the block grant formula, LHA was unable to keep up with the rent increases in the Lincoln area. LHA executed an Amendment to its MTW Agreement that returned the funding formula to the use of conventional Section 8 funding methodology starting in April 2005. The agency executed another Amendment to its MTW Agreement that returned the funding formula to the use of the conventional funding formula for the Public Housing Operating Fund as of April 2005.
