The Office of Public Housing Investments (OPHI), within the Office of Public and Indian Housing (PIH) at HUD headquarters, oversees the Moving to Work (MTW) Demonstration. MTW is a demonstration program that allows public housing authorities (PHAs) to design and test ways to:
  • Promote self-sufficiency among assisted families
  • Achieve programmatic efficiency and reduce costs
  • Increase housing choice for low-income households
