HOPE VI Program - This grant program is funded by HUD to revitalize severely
distressed public housing. The former Earle Village, Dalton Village, Fairview
Homes, and Piedmont Courts properties are being transformed into the mixed income,
mixed finance communities of First Ward, Arbor Glen, Park at Oaklawn and Seigle
Point. Status CHA executed an interim agreement in December, 2006,
which will allow the housing authority to implement several critical initiatives. Goals
In order to accomplish its vision and mission, the following strategic goals have
been established to transform the Authority into the type of real estate entity
that more effectively meets the community needs. - Lead the development
of collaborative relationships for affordable housing solutions to a broad continuum
of stakeholders.
- Maximize the economic, physical, and social value of
our real estate portfolio.
- Ensure that the Authority attains long-term
financial viability.
- Provide the highest quality, most cost-effective
real estate management services which exceed HUD and industry standards.

Create an environment that facilitates the development of client families to reach
their highest potential.
Agreement
Moving to Work Initiatives This annual plan describes five initiatives
that the Charlotte Housing Authority will focus on during fiscal year 2007. The
five initiatives are aligned with the strategic goals of the Authority.
- Establish the percentage of funding available for tenant-based assistance
and the percentage of units in a building that can be project-based assisted units.

Exercise the annual flexibility of developing projects in census tracts where
the poverty rate exceeds 20 percent.
- Establish payment standards between
90 percent of fair market rental (FMR) and 120 percent of FMR by census tract
instead of HUD established FMR jurisdiction.
- Utilize unspent Housing
Assistance Payment (HAP) funding to fund mandatory training for Housing Choice
Voucher participants.
- Develop a property rating system to evaluate properties
in Charlotte-Mecklenburg County.
