Moving to Work (MTW) - Case Studies

The following case studies were developed by Abt Associates Inc., a contractor to HUD providing program facilitation and support to the MTW program. These case studies were developed to help better understand some of the issues, successes and challenges in implementation of the MTW demonstration. Four case studies were developed around specific MTW sites: Housing Authority of Tulare County (CA); Minneapolis (MN) Public Housing Authority; Keene (NH) Housing Authority; and Delaware State Housing Authority. In addition, the fifth case study provided an overview of the block grant approach under the Moving to Work demonstration.
