Overview

In contrast with funding PHAs at the entity level (pre-asset management), the final rule establishes a system of project-based funding, one of the first building blocks of asset management.

Under project-based funding, PHAs will complete a separate subsidy form for each project. A major component of a project’s subsidy calculation will be its Project Expense Level, or PEL. The PEL is a model-generated estimate of the cost to operate the project, excluding utilities and taxes. It is based on the costs of operating other federally-assisted housing projects with similar characteristics (building type, location, number of bedrooms per unit, etc.)

For 2008 funding, PHAs will use a new system of electronic submission; called SAGIS (the Subsidy and Grants Information System).

To determine their operating subsidy eligibility under the operating fund formula, PHAs must complete and submit the following two operating subsidy calculation forms in SAGIS:
 -   Form HUD-52723, Calculation of Operating Subsidy (MS-Word)
 -   Form HUD-52722, Calculation of Utilities Expense Level (MS-Word)
 -   Other Required Forms - While form HUD-52723 and form HUD-52722 are the only operating subsidy forms used to determine a PHA’s operating subsidy eligibility, PHAs also must complete and submit the following application/certification forms in SAGIS:
 -   Form SF-424, Application for Federal Assistance (MS-Word)(expires January 31, 2009)
 -   Form HUD-50071, Certification of Payments to Influence Federal Transactions (dated March 1998)
 -   Operating Fund Formula 24 CFR 990.110
 -   Public Housing Operating Fund Variable Coefficients for Public Housing Operating Fund Project Expense Levels; Correction January 5, 2006
 -   Information Regarding Implementation of the Final Rule to the Public Housing Operating Fund Program, 24 CFR Part 990; PIH Notice 2005-34 (November 2, 2005)

This notice provides processing instructions to public housing agencies (PHAs) and field offices for certain appeal requests pursuant to 24 CFR part 990, The Public Housing Operating Fund Program, for Calendar Year (CY) 2008. Subpart G of the rule contains specific grounds for the appeal of subsidy amounts along with requirements applicable to each appeal type.
