Developments vs. Asset Management Project Groupings (AMPs)

Over
the past several months, REAC has received questions from PHAs asking whether
the upcoming REAC PASS physical inspections will be conducted based on a PHA's
Annual Contribution Contracts (ACC) developments (also referred to as PIC developments)
or based on the Asset Management Projects (AMPs) that PHAs have designated for
purposes of Asset Management.
This is to notify PHAs that the REAC PASS
physical inspections will be conducted according to ACC developments for all PHAs
with fiscal years ending on or before March 31, 2008. For all of these physical
inspections, PHAs that have already begun, or are in the process of beginning,
to manage their properties according to AMPs, must provide the inspector with
the most recent rent roll showing all occupied and unoccupied units on the basis
of each ACC development as well as the configuration for each such development
(the buildings, site, common areas, etc.) before the PHA established the AMP configurations.
Beginning with PHA fiscal years ending on June 30, 2008, and after, REAC
PASS will conduct inspections on the basis of a PHA AMPs.
