Overview
Few housing authorities have the internal capacity or expertise
to provide the level of case management and the range of supportive
services needed by program participants. In addition, funds were
not provided under the WtW NOFA to support case management and supportive
services. As a result, it is critical that PHAs establish partnerships
with their local TANF agency, DOL One-Stop centers, employers, and
other community-based service providers. This emphasis on building
real, working relationships is a key feature of the WtW Voucher
Program and one that distinguishes it from other housing assistance
programs.
Such partnerships create at the same time both challenges and opportunities.
Communities that do not have a history of collaborating will need
time to develop partnerships and learn the "culture" of
their partner agencies. Policies and procedures may need to be modified
so that each agency's programs reinforce one another. However, commitment
among partners to meet regularly, share information, and streamline
services will allow program participants access to the needed services
while also ensuring an efficient use of community resources.
