Implementation of Revised Form HUD-50058, Family Report

HUD has revised the Form HUD-50058 to reflect statutory and regulatory changes required by the Public Housing Reform Act of 1998. A significant revision for PHAs administering WtW vouchers is the addition of the WtW Voucher reporting categories to the Family Self-Sufficiency (FSS) Addendum. HUD also made technical corrections to the Form as part of HUD's ongoing effort to improve the integrity of its financial statement and data systems.

When the system becomes operational, PHAs will be asked to transmit HUD-50058 forms to the Public and Indian Housing Information Center (PIC) via the Internet. PIC provides HUD and PHAs with an interactive suite of data systems from a single Internet location, one user log-in and password, a central toll-free information hotline, and a network of specially trained HUD staff in Field Offices and Troubled Agency Recovery Centers (TARCs) called PIC coaches.

As part of the PIC initiative and in conjunction with the revised form, HUD is including an updated version of the Multifamily Tenant Characteristics System (MTCS) as a sub-module in PIC. PHAs must use this sub-module for all HUD-50058 and MTCS functions (i.e., to submit data and access reports). The sub-module enables PHAs to enter new 50058 data or update existing 50058 data online via the Internet. Small PHAs with relatively few new monthly admissions or annual reexaminations may find this feature useful.

Finally, Tribes and Tribally Designated Housing Entities (TDHEs) should note that while HUD encourages Tribes and TDHEs operating Indian housing and Section 8 tenant-based rental assistance programs to submit Form HUD-50058 data via the sub-module, compliance is voluntary.
