Overview

As in the regular Section 8 voucher program, landlord participation is essential to program success. Because the WtW Voucher Program targets families that need housing assistance in order to obtain or maintain employment, landlord recruitment becomes even more important. PHAs should actively recruit landlords with units located in high employment areas and near public transportation, childcare centers, and other service sites. Successful landlord outreach, especially in tight rental housing markets, requires a strong commitment on the part of the PHA to make the program appealing, improve service to landlords, and to treat landlords as valuable customers.
