OverviewProject-based
vouchers are a component of a public housing agencies (PHAs) housing choice voucher
program. A PHA can attach up to 20 percent of its voucher assistance to specific
housing units if the owner agrees to either rehabilitate or construct the units,
or the owner agrees to set-aside a portion of the units in an existing development.
Rehabilitated units must require at least $1,000 of rehabilitation per unit to
be subsidized, and all units must meet HUD housing quality standards. Related

Notice - Request for Comment
The
Department is seeking comment from all interested persons on this draft Notice
which provides Administrative Guidelines that qualified Housing Credit Agencies
(HCA) must follow in implementing subsidy layering reviews in accordance with
the requirements of Section 2835(a)(1)(M)(i) of the Housing and Economic Recovery
Act of 2008. The Department is particularly interested in receiving comments on
the following issues: - The basis for the minimum LIHTC price, and whether
HUD should set a minimum standard or whether the amount should be controlled by
the market.
- Whether a maximum debt coverage ratio (DCR) threshold should
be established, and if so, what is a reasonable DCR threshold amount.
- Whether
there are State or Local agencies other than HCAs that may legally perform subsidy
layering reviews.
Commenters are requested to explain in detail the basis
for all comments provided. All comments must be submitted electronically to the
following mailbox hcvslrcomments@hud.gov
by Monday, September 28th.
