In the Questions and Answers posted on this website concerning the calendar year (CY) 2008 administrative fees(AF), HUD stated that public housing agencies (PHAs) would have the opportunity to request partial fees for the initial, partial month of contracts effective after the first day of the month. This posting provides general information about the request process, which will occur after the end of CY 2008.

The Department recognizes that much of a PHA's work concerning a HAP contract occurs before the contract is executed. This document describes the eligibility assumptions and data source the Housing Voucher Financial Management Division (FMD) will utilize to consider the AF adjustments for this initial work.

Eligibility:
  • Eligibility for the fees will be based on family reports in the Public and Indian Housing Information Center (PIC). No other PHA-submitted information will be accepted or considered;
  • Eligibility will be calculated at 50% of the fee rates. Fee rates will be based on the PHA's eligibility for the Column A or Column B rate; (Column A will be used if the PHA has not been paid for 7200 unit months for the calendar year, otherwise Column B will be used.)
  • Limited funds will be available; therefore, PHAs should anticipate that pro-rations of eligibility will be necessary to stay within the funds available for this purpose. PHAs should not anticipate receiving a full half-month of fees for each new contract.
To be considered for AF adjustments the PHAs must request the AF adjustments in response to a notice the FMD will provide to all PHAs via e-mail, which will provide the open and close date for the requests to be submitted. The FMD anticipates sending the notice after the end of CY 2008.

PHAs should Not submit requests at this time.
