Elderly/Disabled Service Coordinator Program

Beginning in Fiscal Year 2004, the Elderly/Disabled Service Coordinator Program will be funded through an Operating Subsidy add-on.

PHAs currently funded with ROSS grants for Elderly/Disabled Service Coordinators may be funded through Operating Subsidy at the same level (adjusted for inflation) as their existing ROSS program.

The amount requested for the Elderly/Disabled Services Coordinator Program should be entered on Part D, Line 3 of the form HUD-52723. Calculation of operating subsidy.

PHAs must provide support of the amount on Part D, Line 3 in Section 3, Remarks, of the 52723 or as an attachment. This must include a breakdown of costs between salary and fringe benefits for each Coordinator.

Notice PIH 2000-41 (HA)

HUD offers a resource to PHAs that will be useful in efforts to create affordable senior housing. With the issuance of Notice PIH 2000-41 (HA), HUD confirms that the Housing Choice Voucher program applicants and current participants may use Housing Choice Vouchers in public housing for senior citizens. The vouchers can be used to help pay residential fees, but not meals and services. The vouchers have the ability to complement the service funding available through Medicaid Home and Community Based Waivers, therby allowing frail elderly persons to obtain the support necessary for them to remain independent and avoid premature institutionalization.

According to the notice, residential, adult and congregate care facilities, as well as group homes are eligible. The Notice also stipulates that people residing in an eldelry housing unit must not require continual medical or nursing care. The vouchers are to be in elderly public housing where the residents have the physical ability to live independently, but need assistance with other activities such as personal care, transportation, and housekeeping. All other housing choice voucher program rules apply.
