Submitting PHA Plans to your local HUD Office/RPC
It is very important that users read and follow all directions
carefully when submitting a plan. Posting of a PHA Plan may be delayed
if it is not submitted properly. Please pay particularly close attention
to detail when selecting the appropriate Fiscal Year.
Before you submit your plan
Please make sure that you have completed your PHA Plan according
to the PHA Plans checklist. Please make
sure your files are saved in Microsoft Word version 6.0 (Word 2000)
or lower, WordPerfect version 6.0 or lower, ASCII, or RTF.
Any Microsoft Excel files should be saved as version 7.0 (Excel
2000) or lower.
Steps in submitting your plan
- Click on the Submit Plan link. Once on the Submit Plans page,
select the appropriate field office. Click the "Continue to
Step 2 " button to continue.
- You will need to select your Housing Authority, Fiscal Year,
and number of files to be submitted. The total number of files
cannot exceed 25 files, including your plan and any attachments.
Click the "Continue to Step 3" button to continue.
- The data (Field Office, PHAcode, FiscalYear) you selected in
the previous steps are displayed on the page. Please verify if
the data you selected are correct. If you did not select the correct
data please go back to the previous page and select the appropriate
data. Also please verify if the number of "file-field-area"
is equal to the number of files (plan+ attachments) you want to
submit. If you are satisfied with the data, you will have to browse
through your hard drive or floppy drive to find your pha plan:
- In the first file field area, labeled "PHA Plan File",
click the "Browse" button located. The File Upload
window appears.

- Select "All Files (*.*)" from the "Files
of type" field to view all files.
- Click the "Look-in:" dropdown listbox
and select the drive and directory (e.g.- C:\PHAPlans\)
where you have saved your PHA Plans files. Once in the correct
directory, locate and select the desired file (e.g.- ny001v01).
- Click on your PHA Plans file. The file name should appear
in the "File name:" field. Please note that only
Word (.doc), Excel (.xls), Adobe Acrobat (.pdf), Word Perfect
(.wpd), Rich Text Files (.rtf), ASCI Text Files (.txt),
and Powerpoint Presentations (.ppt) files are accepted.
Any other file types will flag an error and your submission
will NOT be completed.
- Click the "Open" button. You will see
now see the text area next to the "Browse" button filled
out.
- Repeat steps ( i ) through ( v ) to submit Attachment
files. If you do not have enough, or if you have too many,
file fields click the link to go back to "Step 2"
and re-select the correct number of files.
After all fields have been filled out (Fields MAY NOT be left
blank) click the "Upload Files" button.
- When your PHA Plans file(s) have been successfully submitted,
a confirmation page that your plan was successfully submitted
would be displayed. Also, please note that upon successful
plan submission, this new improved submission website, automatically
notifies your local HUD Office about your plan submission.

What happens next?
Your local HUD office will review you plan and will notify you
if revisions are necessary.
Unable to transmit Plans electronically?
If an PHA cannot transmit the Plans electronically through the
protocol specified by HUD, it may send a hard copy of the Plans
and an electronic copy of the template file on a floppy disk or
CD(Compact Disk) to HUD. However, this package must be accompanied
by a certification that the PHA is unable to transmit the Plan electronically
because the PHA does not have access to the Internet at either the
PHA or through other locally-available resources (such as a local
library or a fee accountant).
