HUD’s Office of Native American Programs (ONAP) administers housing and community development programs that benefit American Indian and Alaska Native tribal governments, tribal members, the Department of Hawaiian Home Lands, Native Hawaiians, and other Native American organizations.

ONAP’s mission is to:

  • increase the supply of safe, decent, and affordable housing available to Native American families
  • strengthen communities by improving living conditions and creating economic opportunities for tribes and Indian housing residents; and
  • ensure fiscal integrity in the operation of the programs it administers
ONAP’s programs are:
 -   Indian Housing Block Grant program (IHBG)
 -   Native Hawaiian Housing Block Grant program (NHHBG)
 -   Indian Community Development Block Grant program (ICDBG)
 -   Section 184 Indian Housing Loan Guarantee program
 -   Section 184A Housing Loan Guarantee program (for Native Hawaiians)
 -   Title VI Federal Guarantees for Financing Tribal Housing program

Program Accomplishments Positively Impact Indian Country

Program accomplishments translate to outputs that have immediate and dramatic positive effects on Native American communities.  They directly contribute to such long-term outcomes as:

  • An increased supply of safe, decent, and affordable housing for Native American families
  • Fair and ample credit opportunities for Native American homebuyers
  • Healthier economies and better employment opportunities
ONAP established performance indicators to measure the most important and consistent use of program funds.  As of October 17, 2006, ONAP’s program recipients had reported the following accomplishments for Fiscal Year 2005:
  • 797 rental units were constructed using IHBG funds.
  • 124 rental units were acquired using IHBG funds.
  • 746 rental units were rehabilitated using IHBG funds.
  • 1,239 homeownership units were constructed using IHBG funds.
  • 342 homeownership units were acquired using IHBG funds.
  • 5,693 homeownership units were rehabilitated using IHBG funds.
  • 634 homeownership loans were guaranteed using the Section 184 program.
  • 4 loans were guaranteed using the Title VI program.
  • 255 jobs were created related to ICDBG projects.
  • 875 housing units were rehabilitated using ICDBG funds.

Native Hawaiian Programs:

In Fiscal Year 2005:

  • 72 homeownership units were constructed in Hawaii using NHHBG funds.
  • 10 homeownership loans were guaranteed in Hawaii using the Section 184A program.
In Fiscal Year 2006: 
  • 23 homeownership units were constructed or acquired in Hawaii using NHHBG funds.
  • 1 homeownership loan was guaranteed in Hawaii using the Section 184A program.
