HUD Handbook 1378 Update - Change 5 Issued

On January 12, 2006, Chg-5 (Change 5) of Handbook 1378 - Tenant Assistance, Relocation and Real Property Acquisition Handbook was issued.

The existing Handbook was last updated in 1997. Regulations covering the Uniform Relocation Assistance and Real Property Acquisition Act of 1970, as amended (URA) were revised in 1999, and 2005. In addition, the Quality Housing and Work Responsibility Act of 1998 (QHWRA) revised the relocation requirements for programs under the United States Housing Act of 1937, as amended, and exempted some public housing programs from the URA while imposing new relocation requirements under section 18 of QHWRA. This change represents the first in a series of Handbook changes to address these various statutory and regulatory changes, begins to incorporate guidance from CPD Notices 02-08 and 04-02, and is a complete re-write of Chapter 1 of the subject Handbook. This change also incorporates updated appendices and resource materials.

(Note: As Handbook 1378 is being updated to reflect URA Final Rule changes and other changes as noted above, handbook users must exercise caution until such time as the required revisions are complete.
