Cluster Candidate Report Explained

A typical candidate report is two or three pages long. Here is an overview of what the report sections mean, based on information in the Detailed Report (RTF, 1.4 MB) run on Dec. 20, 2006

The HA Code and HA Name shows up once per report.

Cluster number - A number assigned by SAC staff to a cluster. A cluster is a collection of 250, or more contiguous units. Contiguous is defined as: Share a border, or separated by no more than a street. This determination was made at the project level.

Cluster Total - The total number of units in the cluster as shown by the Building and Unit module at the time the report was run.

The next line lists the developments associated with this cluster. In this example, there is only one development. Here is an example of a portion of the report with multiple developments in a cluster:

Total Units from PIC - the number of units currently in the B&U module.

Designated Units - the number of officially designated Elderly or Handicapped or Mixed by the HUD field staff in the B&U module.

DD Approved - the number of units approved for removal from inventory by the Department under: Demolition/Disposition, and Homeownership, and Required/Voluntary Conversion, and Mandatory Conversion, and HOPE VI Demolition and Eminent Domain.

Non Designated - the resulting number of units, after the subtractions are made.

The next section of the report shows the detail of the occupancy data found for the development(s) that are part of the cluster. Only a portion of the report has been copied into this explanation.

A development is considered distressed for the reporting period if it has an occupancy rate under 85%.

The final section of the report summarizes the detailed occupancy information for the cluster and number of units in question.

A cluster is considered distressed for the reporting period if it has an average occupancy rate under 85%. The cluster must be addressed in the HA Plan, as previously discussed.
