The unit clusters listed here are candidates for conversion analysis, as previously discussed. HA's preparing HA plans should visit this site periodically to verify their development status. If a cluster is on the report two months prior to HA Plan submission, the HA must address the fact in the HA Plan. Field Office staff will also be checking this site as part of their review of HA Plan submissions.
