On April 17, 2002, the Department of Housing and Urban Development (HUD) was recognized for exemplary achievements in providing contracting opportunities to small, small disadvantaged and woman-owned businesses. HUD was among three Federal agencies that were presented the "Frances Perkins Vanguard Award" for federal Buying Activity, the "Gold Star Award" and the "Agency Goaling Award of Excellence". The awards will be presented during the "35th Annual Industry & SBA Procurement Conference Training & Expo to be held at the Renaissance Hotel in Washington, D.C.

The awards were presented to the Secretary's, Office of Small and Disadvantaged Business Utilization (OSDBU). Ms. A. Jo Baylor, Acting OSDBU Director will accept the "Frances Perkins Award for Federal Buying Activity" and the "Agency Goaling Award of Excellence" for the Department of Housing and Urban Development. Ms. B. J. Douglass, Senior Small Business Specialist and Women-Owned Business Advocate for the Department is the agency "Gold Star Award" recipient.

HUD was recognized for maintaining and achieving progressive goals for prime contract awards to small business concerns for more than three years. HUD was also recognized for it's significant achievements in prime contract awards to woman-owned small business concerns and subcontract awards to small business concerns. HUD has consistently been among the leaders in the Federal government in promoting contracting with small, disadvantaged and woman-owned businesses. Our commitment starts with Secretary Mel Martinez 's goal of "Promoting Jobs and Economic Opportunities" and extends to Deputy Secretary Alphonso R. Jackson's initiation and leadership of the annual goal setting process. These actions encourage each Assistant Secretary to establish challenging goals for their respective program activities. They also send a strong message to program managers and contracting officials that the success of the small business community is closely linked to the Department's goals and mission. These awards recognize HUD's overall commitment to ensuring the success of this important segment of America's economy.

With the support of the Secretary, the Deputy Secretary, OSDBU, CPO and the program offices we will continue to ensure HUD's success in outreach and support of American small businesses.
