What about Contractor Clearances?
Did
you know that HUD Labor Relations is no longer responsible for contractor
clearances for local contracting agencies (LCAs)?
LCAs
are expected to subscribe to the GSA Debarred Lists and verify eligibility
for all prime contractors prior to contract award. A record of the
verification is made to the labor standards enforcement file (a
handwritten note, dated and initialled will suffice). Labor Relations
staff ensure that contractor verification is performed and documented
by the LCA during monitoring reviews. Labor Relations staff perform
prime contractor verification on projects administered by HUD.
What about Subcontractors?
Only
the eligibility of the prime contractor must be verified and documented
in the labor standards enforcement file. Subcontractor clearance is
the responsibility of the prime contractor.
That
doesn't mean that we ignore subcontractor eligibility all together.
If you have reason to believe that a subcontractor is ineligible,
by all means inquire further to learn the subcontractor's actual
status. If you find that the subcontractor is in fact ineligible,
notify the prime contractor immediately that the ineligible subcontractor
must be terminated.

software to E-7-1-F; dial (816)823-1775*
