On the Mark #1

 Information by State

On the Mark! is especially made for Labor Relations Field Staff. Its purpose is to share time saving ideas and other useful innovations that enhance job performance and impact. Any suggestions or comments you may have for On the Mark! are welcome.

What about Contractor Clearances?

Did you know that HUD Labor Relations is no longer responsible for contractor clearances for local contracting agencies (LCAs)?

LCAs are expected to subscribe to the GSA Debarred Lists and verify eligibility for all prime contractors prior to contract award. A record of the verification is made to the labor standards enforcement file (a handwritten note, dated and initialled will suffice). Labor Relations staff ensure that contractor verification is performed and documented by the LCA during monitoring reviews. Labor Relations staff perform prime contractor verification on projects administered by HUD.

What about Subcontractors?

Only the eligibility of the prime contractor must be verified and documented in the labor standards enforcement file. Subcontractor clearance is the responsibility of the prime contractor.

That doesn't mean that we ignore subcontractor eligibility all together. If you have reason to believe that a subcontractor is ineligible, by all means inquire further to learn the subcontractor's actual status. If you find that the subcontractor is in fact ineligible, notify the prime contractor immediately that the ineligible subcontractor must be terminated.

Debarred Lists Are High-Tech!

You can access the GSA Excluded Parties (aka Debarred) List electronically 7 days a week, 24 hours a day. Set your communications software to E-7-1-F; dial (816)823-1775* . Once connected, press "Enter" to display the log-on banner then type L DEBAR (L space DEBAR in all upper case). Follow the on-screen instructions.

* The telephone number is updated and current as of 6/18/96.
