Judge Liberty was appointed Chief Judge of the United States Department
of Housing and Urban Development's Office of Administrative Law
Judges on July 14, 2002. Prior to his appointment as the HUD chief
judge, Judge Liberty was the chief judge for the Social Security
Administration's hearing office in Evansville, Indiana. He was initially
appointed to the bench as a judge for the Social Security Administration
in Detroit, Michigan.
Judge Liberty began his legal career with the Attorney General's
Honor Law Graduate program of the Department of Justice. He served
as a trial attorney and an attorney-advisor. Judge Liberty left
government service to join a litigation firm in Chicago as a partner,
and later left to form his own law firm.
Judge Liberty has extensive experience as a teacher and instructor,
in both legal and non-legal subjects. He has been a lecturer at
law schools and colleges, and numerous other forums. Judge Liberty
has been a contributor of articles to professional journals and
has written chapters for professional books.
Before he attended law school at the Chicago - Kent College of
Law, Judge Liberty was a critical care nurse and a police officer.
He served in the U.S. Navy and the California Army National Guard
for ten years. Judge Liberty earned an undergraduate degree from
what is now known as Excelsior College in New York.
Judge Liberty is an accomplished pilot who flies with his family
for pleasure. As Lieutenant Colonel Liberty, he serves as a deputy group commander
and pilot with the U.S. Air Force Auxiliary, Civil Air Patrol. Judge
Liberty resides in Maryland with his wife, Jean, and daughters Becca
and Rachael.
