This bookshelf contains information on the Federal laws and regulations that apply to HUD's lead-based paint programs.

The Healthy Homes initiative was authorized by Congress to include mold and other housing-based health hazards. Although some states have begun to regulate mold, HUD has no regulations pertaining to healthy homes issues other than lead-based paint. For state information sources, visit the "Environmental Health" section of The National Council on State Legislatures' (NCSL's) website or the state's website.

OHHLHC's Regulatory Mission

In a nutshell, laws are written by the legislative branch of government. For the Federal Government, Congress is the legislature. Regulations are written by the enforcing agency(ies) as authorized by the law. For lead-based paint in target housing, HUD is authorized to regulate activities in housing receiving specific types and amounts of federal housing assistance, primarily through HUD's funding of program participants, such as governments and non-profit organizations.

Federal websites often contain information about laws and regulations. However, different sources contain different information about a law or regulation, depending on where you are looking and when the sources were created or updated. There are separate websites for the documents published in the Federal Register and the final regulation that becomes part of the Code of Federal Regulations (CFR). To access both sources, you can visit GSA's website containing regulatory information. The Federal Government has created a regulations website where the public can find, review and submit comments on proposed Federal regulations
