Tips for Making LOCCS Requests

HUD Form 27053 for making a LOCCS request

The following information is provided to assist you in making a LOCCS draw down request.

  1. The LOCCS/VRS number is 1-877-705-7505 (toll free) or (301) 344-0132. You may request a drawdown from 8:00 a.m. to 6:00 p.m. (eastern time) Monday through Friday.
  2. Enter your 6-digit user ID and password when requested. (Your ID number will be sent to the authorized user by the LOCCS Security Office, HUD).
  3. Callers experiencing problems with their IDs should call the Security Officer at (202) 708-0764. Should the caller experience difficulty in accessing the VRS, he/she should call (202) 708-3226.
  4. "039" is the three-digit program number.
  5. The LOCCS system will give the caller a 6-digit voucher number. Please write this number down on the 27053 form in Block 1. When prompted, enter the entire nine digits—039 plus the 6 numbers just generated by the LOCCS system (block 1).
  6. Enter the 10-digit LOCCS/Voice Response Number (block 6). Grantees will receive this number by mail from HUD and will use this number each time you enter a request. If you do not have this number, grantee should do a query on the LOCCS/VRS system. By specifying a Tax ID number, the last assigned VRS number for the selected program area is given by electronic voice. Alternatively you may contact your GTR if you are unable to locate your 10-digit Voice Response Number.
  7. Enter 9999 after line item request when prompted by system.
  8. Any time that input is requested, one of the following can be used:
    • #8 Repeat the last thing spoken
    • #9 Return to previous menu selection
    • #0 Quit immediately
    • #1 Return to initial voice response menu selection
  9. Please call your Government Technical Representative (GTR) after your first drawdown request to have the voucher approved. The GTR must ascertain that all special conditions have been satisfied before approval. It is not necessary to call the GTR after the first draw has been approved. The LOCCS System is checked periodically during each day for drawdown requests.
  10. The statement must be signed by an authorized official. (see Grantee Financial Instruction, page 6, Restrictions on Drawdowns).
  11. No drawdowns will be approved without a release of funds approval from OHHLHC.
  12. Funds are usually deposited in your account within 48 - 72 business hours after approval by the (GTR).
  13. Upon completion of the grant period, the remaining 1% of the awarded amount will be held back until a Final Report is submitted and approved.
  14. Detailed instructions concerning LOCCS can be found in the "Grantee Financial Instructions" which was included as an attachment in the grant award package.
