Now that you've received a grant, the information below will assist you in using the Line of Credit Control System (LOCCS).

  1. Apply for LOCCS access using form HUD-27054.

  2. The authorizing official must hold a higher position than the user requesting access to LOCCS.
  3. Social Security Numbers are required for both the authorized user and the approving official.
  4. The LOCCS Voice Response Access Authorization Form (HUD Form-27054), must be returned to:

  6. Upon receipt of the completed HUD Form-27054, the Security Officer will issue the authorized person(s) a security ID via certified mail. When completing the LOCCS HUD Form-27054, in addition to the instruction on the back of the form, pay special attention to the following: Block 5a, LOCCS Program Area "LBA"; Block 5b, Program Name "Lead Hazard Control"; Block 5c, "Q" and "D" are the only options for LBA.
  7. The LOCCS Security Help Desk telephone number is 1-877-705-7504 (toll free). The user should contact this office if the authorized user does not receive a user-id to access the LOCCS system within 10 business days (after returning the completed HUD 27054 forms). All other questions should be directed to the Government Technical Representative.
  8. The user should activate LOCCS user-id immediately or before the termination date listed on the initial letter from LOCCS. Failure to activate the user-id before the designated date will result in the user-id being terminated from the LOCCS system and requires re-application.
  9. Your password must remain active. If the LOCCS system is not used for 60-days, the user's password will be suspended and access will be denied. Therefore, the user must enter the system and change the password by entering an asterisk (*) preceding the current password. It is not necessary to do a drawdown.
  10. If your password becomes inactive, the user must complete a new LOCCS Voice Response Access Authorization form (HUD-27054) requesting a password reset. It does not need to be notarized but must be fully completed, signed, and dated. The form may be faxed to the LOCCS Security Office at (202) 708-4350. After the password is reset the user will receive a letter that provides him with a temporary password for access into the LOCCS system.
  11. If the user-id becomes inactive, the user must complete a new LOCCS Voice Response Access Authorization form (HUD-27054) requesting reinstate user. It must be fully completed, signed, dated and NOTARIZED. This action requires the form to be mailed. After the user-id is re-instated, the user will receive a confirmation by mail.
