Termination of Lenders'
Approval to Originate Loans

The following branches of FHA-approved lenders have been precluded from originating FHA-insured loans within the area of the HUD Field Offices listed below. You can read about this initiative in Mortgagee Letters 99-15, 00-17, and 01-23. You can read these letters on line HUD's Mortgagee Letter Library. The United States Court of Appeals for the Fourth Circuit, on July 12, 2000, reversed the District Court's order that had invalidated HUD's termination regulation in the Capitol Mortgage Bankers vs. Cuomo . Therefore, Capitol Mortgage Bankers' origination approval agreements were terminated, effective July 31, 2000, in all of its offices within the Washington, DC and Baltimore, MD HUD Office jurisdictions as well as the Towson, MD office within the Richmond, VA HUD Office jurisdiction.
