Subject: HUD HECM Counselor Roster


To: HUD-Approved HECM Counseling Agencies

This email is to advise agencies that instructions on enrolling for the HUD HECM Counselor Roster can 
be found at http://www.hud.gov/offices/hsg/sfh/hcc/hecm/.  Please read all instructions carefully before 
beginning the application process.  You will need a scanner to scan the signed Roster application and 
any training certificates into the application for upload.  

We encourage any eligible counselors, i.e. those who have passed the HECM exam and have had 
HECM training in the past two years, to start the application process as soon as possible.  We 
anticipate the HECM Roster final rule will be published within the next several weeks and the rule will 
be effective 30 days from the date of publication.  On the effective date, only those counselors on the 
HECM roster may do HECM counseling.  Additionally, all HECM certificates will have to be generated 
in FHA Connection as of the effective date.  No other certificates may be issued by an agency as of the 
effective date of the final rule.

This message has gone out to the email addresses provided by all active HECM Counseling 
agencies in HUD’s Housing Counseling Program.  All Parent Agencies should make sure their 
sub-agencies have received this information.  Please direct questions or comments to your HUD
